Affordability - Additional Breakouts: Living Arrangement Cost: Off Campus (Not with Family) Cost: On Campus (With Family) Cost: On Campus TM found in 2016 (IPEDS cohort 2015-16) that 36% of students were under the age of 21, by 2017 (Cohort 2016-17) this age group had grown to make up 73.8% of the population. (LINK) 2012-13 there has been a decrease(27.5%) in the number of students living off-campus, not with family. Over the same time period, the public 4-year universities are showing a -19.3% change in the number of students falling in this category. Cost for students living off-campus, regardless of whether the student is living with family or independently, has not changed for students attending 2-year public colleges in Kentucky. Four-Year public Universities on the other hand have experienced between a 20.7% and 30.6% increase in cost of living over the five year time period. For KCTCS Total (excluding unknown), 54.1% live off campus (with family) and 45.9% live off-campus not with family for the 2017 reporting cycle. Measure: Experiential Learning Measure: Transfer Rate Goal #3 Goal: Develop clear pathways through all levels of postsecondary education with an emphasis on experiential learning that lead to successful employment outcomes for KCTCS graduates. Experiential Learning: Graduate from a program with mandatory experiential learning required for graduation (such as Radiography) Pass a course from a designated list of courses with substantial experiential learning components (such as a practicum in Auto Body Repair). Experiential Learning: Direct observation and treatment of patients appropriate to achieve professional competencies and supervised by qualified faculty. Clinical Students alternate periods of paid work with campus study or split their time between the workplace and the campus. Cooperative Education (Co-op) The position of a student or trainee who works in an organization, sometimes without pay, in order to gain work experience or satisfy requirements for a qualification. Internship A person who works under a skilled worker to learn a trade. Apprenticeship A course of study that involves the supervised practical application of previously studied theory. Practicum Students attend class part-time and work for a sponsoring employer part-time. Work-and-Learn Experiential Learning:

Experiential Learning The EL percentage was nearly the same (64.7% vs. 64.6%) between 2016-17 and 2017-18 graduates. Five College achieved a percentage over 70%: 2 colleges were below 50%. By far, the nursing programs (Both ADN and LPN) dominate as the largest programs with EL graduates. Over 56% of the 1,956 EL graduates by program were in one of these two programs. All of them other programs with 50+ EL graduates were also in the healthcare sector. Healthcare programs have been the leaders in providing EL experiences for their students. In most cases, these are mandatory clinicals. Non-Healthcare: Cosmetology had 24 grads KCTCS needs to broaden EL beyond healthcare programs. The growth of KY FAME programs are a good start in this direction. Initiatives such as QA Commons should also increase EL opportunities. TARGET

Goal #5 Goal: Align programs and curricula with needs of employers that enhance the employability, job placement, and career development of KCTCS graduates. Measure: Licensure Pass Rates Metric Definition Baseline Target Objective Licensure/Certification Pass Rate The number of students in the Voluntary Framework of Accountability’s (VFA) Career and Technical Education (CTE) completer/leaver cohort who achieve a passing grade on their first attempt of a licensure exam within one year divided by the number of students in the CTE completer/leaver cohort who sat for the first time to take the licensure exam within one year. 88.8% Exceed national average Exceed national average for cohort pass rate. Measure: Workforce Credit Hour Conversion Credit Hour Conversion Number of credit hours of workforce non-credit courses (clock hour conversion to credit hours). 13,153 15,030 Increase credit hours by 1% in the first year with 2.5% each year thereafter from a baseline of a three year average.

Licensure / Certification Pass Rate What is the Voluntary Framework of Accountability (VFA)? The VFA is the principal accountability framework for community colleges with measures defined to encompass the full breadth of the community college mission and the diversity of students' goals and educational experiences. The VFA gauges student progress and outcomes including pre-collegiate preparation (such as developmental education), academic progress and momentum points, completion and transfer measures, and workforce outcomes for career and technical education.

Licensure / Certification Pass Rate Why do we need a Voluntary Framework of Accountability (VFA)? Existing accountability measures in higher education do not adequately measure the unique mission of community colleges. Most were designed for universities and modified to be used at the community college level. For example, existing measures may exclude part-time students or non-credit career and technical students who are a key part of community colleges’ mission. In light of the inadequacy of existing measures, the VFA provides community colleges with a significantly improved ability to assess their performance, identify areas for improvement, and demonstrate their commitment to their academic mission.
