Summary and OSBM Review The Division is requesting the proposed changes to rule 15A NCAC 13B .0840 to reduce the frequency of soil sampling from once per year to once every two years to reduce the burden on the regulated community. Additional changes were made for correction or clarification. OSBM approved the fiscal note on July 26, 2016. Fiscal Note was presented to EMC at November 2016 meeting. Rule change has an economic impact to state government due to a reduction in soil analysis fees collected by the Department of Agriculture laboratory. Department of Environmental Quality

Proposed rule change published in OAH register and on DEQ and SWS webpages Public Hearing was held on January 13, 2016. No comments were received.
