My presentation will focus on the highlights of the Cebu Declaration more specifically on the role that APERC will undertake to implement the Instructions of the Ministers. Presented by Ms. Loreta G. 2015 APEC Philippines Theme : Building Inclusive Economies, Building a Better World APEC Energy Ministers’ Meeting (EMM12) Theme: Towards an Energy Resilient APEC Community The recently concluded APEC Economic Leaders’ Meeting or AELM had for its theme; Building Economies, Building a Better World. The output document the AELM Declaration outlines new commitments for APEC members to take forward over the coming year to build inclusive economies by fostering micro, small and medium enterprises’ participation in regional and global markets; building sustainable and resilient communities; investing in human capital development; and enhancing the regional economic integration agenda. The 12th APEC Energy Ministers’ theme: Towards an Energy Resilient APEC Community falls directly under the sub-theme: Building Sustainable and Resilient Communities.

Energy Ministers Meeting (EMM12) “Towards an Energy Resilient APEC Community” Climate-Proofing Energy Infrastructures Providing Avenue for Cutting Edge Energy Efficiency Technologies Advocating Community-Based Clean Energy Use in “Energy-Poverty-Stricken” Areas Improving Energy Trade and Investment During our hosting of the 12th EMM, we espoused the theme of energy resiliency as also a tool to promoting energy security and sustainable development. In recent times, both the developed and developing member economies of APEC basically encounter similar degrees and levels of impacts of climate change, thus this theme was met with positive reaction by APEC. We had the following sub-themes: Climate-Proofing Energy infrastructures; Providing Avenue for Cutting Edge Energy Efficiency Technologies; Advocating Community-based Clean Energy Use in Energy Poverty Stricken Areas; and, Improving Energy Trade and Investment

Cebu Declaration Issued by the 12th APEC Energy Ministers’ Meeting on October 13, 2015 Over-arching theme: Towards an Energy Resilient APEC Community Key strategy to promote energy security and sustainable development Emphasis on ability and quality of energy infrastructure to withstand extreme natural and man-made disasters; recover and return to normal conditions in a timely and efficient manner; and, to build back better The Cebu Declaration was issued during EMM 12 with the over-arching theme on promoting energy resiliency. It was emphasized that energy resiliency Is the quality and ability of energy infrastructure to withstand extreme natural and man-made disasters, recover and return to normal conditions in a timely and efficient manner; and to build back better.

INSTRUCTIONS FROM THE APEC ENERGY MINSTERS Contains the concrete set of actions and activities to implement the policy directions and priorities set forth in the Cebu Declaration   EWG with APERC, APSEC, EXPERTS’ Group on New and Renewable Energy, Energy Efficiency and Conservation, Clean Fossil Energy and Energy Data and Analysis, LCMT-TF With the Declaration is the set of Instructions which contains the concrete set of actions and activities to implement the policy directives and mandates as well as the priorities set forth by the Ministers. This set of Instructions is directed to the EWG who is now tasked to work with APERC, among the other bodies of APEC energy to deliver the goals and objectives under the Cebu Declaration.

THEMATIC THRUSTS OF THE MINISTERS’ INSTRUCTIONS AND THE FUTURE ROLE OF APERC Disaster-Proofing Energy Infrastructure   Continue initiative to document best practices on enhancing quality of power infrastructure   Strengthen oil and gas response mechanisms through OGSI   Assist EWG in the formulation of a framework for the conduct of vulnerability assessment of energy infrastructure in APEC Economies   Along this context, let me now list down some of the projects and activities that APERC need to continue and pursue further. Under the first sub-theme: Continue with the initiative to document best practices on enhancing the quality of power infrastructure including the resilience of these infrastructures to extreme weather patterns and environmental impacts. Continue with the conduct of OGSIs to capacitate economies to properly respond to emergency situations such as oil and gas supply disruptions which would impact business and the economy in general Work with other bodies within the APEC energy cooperation and collaborate thru EWG with other APEC working groups on a framework for the conduct of vulnerability assessment of energy infrastructure of APEC economies

Advancing Cutting-Edge Energy Efficiency Technologies Conduct of evidence-based studies that will facilitate the entry of cutting-edge energy efficient technologies Complete the research on energy and economic competitiveness by end 2016 Assist EWG in the development of minimum energy performance standards in building codes and energy appliances Explore through research and development the potential opportunities for the co-sharing of testing centers in the APEC region Following are the projects and activities that APERC may need to look into to advance cutting edge energy efficiency technologies: Conduct of various researches and related studies to facilitate the entry of cutting-edge energy efficient technologies perhaps in collaboration with the EGEE&C Complete the research on energy and economic competiveness, develop MEPS in building codes and energy appliances and explore through R&D the potential opportunities for the co-sharing of testing centers in the APEC region

Promoting Community-Based Clean Energy Use in Energy Poverty Stricken Areas Support the conduct of studies towards the development of an energy eco-tourism development framework in coordination with the APEC Tourism Working Group   There is a mandate from the Leaders that working groups harmonize and synchronize efforts and initiatives in order to produce complementing results and thus, thru EWG, APERC can actually initiate studies to develop an energy eco-tourism development framework that can harness the potential of these energy-poverty stricken areas and enable them to become tourist spot destinations in the future.

Improving Energy Trade and Investment   Harness the potential of regional energy interconnectivity to include energy market integration Studies to mitigate challenges stemming from the energy-water nexus   Improving Energy Trade and Investment in APEC Last but not the least and very critical one is to improve the climate of energy trade and investment thru the regional energy interconnectivity (physical infrastructure and facilities, among others) and to also include regional energy market integration (people, products and services) On the energy water nexus, the aim of the study is to strike a balance for sustaining economic growth with the optimal use of energy and water resources.
