Need to address clearly role of government, role of private sector and how to manage the interface between them. If roles are clearly defined then responsibilities for human resource development can also be defined. Could IAEA provide/facilitate programmes for training new leaders to take significant role in NEPIO TM/WSP 5-9 Nov. 2007

When to start? If too early the people with new skills and experience will move on before the plant is in operation. How to maintain if nuclear start is delayed? Research programme, international programmes. Would international agreements with vendors or operators help? Importance of government long commitment. Guidance on how to keep them interested and level of competence required Want guidance on numbers of staff to be trained/available for each milestone. Document should define minimum knowledge requirements (numbers and depth) for each milestone. TR 200 provides info. Research reactor programme can help. TM/WSP 5-9 Nov. 2007

Need more guidance on managing financial risks – who takes which risks in each phase. Would like IAEA to facilitate training and advice for economic managers and financial institutions in countries considering nuclear power. Several small countries would prefer smaller units. Can IAEA organise a workshop on what is available and how the financing would work. Include some guidance related to interconnection between countries, stability, experience from other countries.
