Requirements The body should contain A description of the problem What are the harms? What will happen if we fail to act on the problem? Why is the problem significant? Document the extent of the problem. A description of the cause What is the root cause (or causes) of the problem. Document the nature of the cause.

Requirements Solution Conclusion Identify an individual solution to the problem. Identify an institutional solution to the problem. Conclusion Synthesize your argument Restate your thesis End with a clincher
