SC3001—Needs Assessment, Priorities, and Program Outcomes— Reporting for ESSA and the alignment with Perkins federally-funded programs Heather Justice, Director, Division of College, Career & Military Preparation Susan Patterson, Director, ESSA Accountability

Introduction Purpose: To update school districts on reporting requirements for Title I, Part C of the Every Student Succeeds Act (ESSA) and the alignment to Carl D. Perkins Act (Perkins). To provide support for school districts in understanding coordinated use of funds for the ESSA and Perkins grants.

Background 2017-2018 LEA ESSA Consolidated Grant Applications New ESSA Program Schedule, PS3001—Needs Assessment Priorities, and Program Outcomes: Identify and prioritize needs; Implement programs addressing priority needs; Align programs and activities to TEA Strategic Priorities; and Develop 3 to 5 student outcome-focused SMART goals.

TEA Strategic Priorities Recruit, support, retain teachers and principals Build a foundation of reading and math Connect high school to career and college Improve low-performing schools Enablers Strategic priorities Strengthen organizational foundations (resource efficiency, culture, capabilities, partnerships) Ensure compliance, effectively implement legislation and inform policymakers Increase transparency, fairness and rigor in district and campus academic and financial performance Every child, prepared for success in college, a career or the military.

2018-2019 ESSA Reporting and the alignment with Perkins SC3001: Needs Assessment, Priorities, and Program Outcomes LEAs use information in ESSA and Perkins applications to: Connect activities in ESSA and Perkins Local Plans; and Show how they are coordinating use of ESSA and Perkins funds.

SC3001 for ESSA and the alignment to Perkins Step One: Under ESSA, LEAs conduct a comprehensive needs assessment to identify and prioritize needs; and then Organize needs by TEA Strategic Priority in SC3001.

SC3001 for ESSA and the alignment to Perkins Step Two: LEAs list programs and activities funded by ESSA in SC3001.

SC3001 for ESSA and the alignment to Perkins Step Three: LEAs provide information on ESSA funds budgeted to support Strategic Priorities; and Show how Perkins funds support ESSA-funded programs and activities. This would be information that would already be included in the Perkins local plan application. The intent here is that the CTE director has a seat at the table when the district is completing the needs assessment and planning process. This process will help districts to understand how to effectively demonstrate how all programs are supporting the overarching goals of the ESSA and the district.

SC3001 for ESSA and the alignment to Perkins EXAMPLE In this example, the Career Clusters selected on Schedule PS3012 of the Perkins Local Plan are aligned to the ECHS funded by ESSA.

SC3001 for ESSA and the alignment to Perkins Here, the LEA plans to use Perkins funds to support technology- related professional development at the ECHS. EXAMPLE

SC3001 for ESSA and the alignment to Perkins Information related to funds budgeted for professional development on use of technology in the Perkins application is added to SC3001. EXAMPLE

SC3001 for ESSA and the alignment to Perkins Step Four: LEAs provide one-year performance measure(s) and long-term, three- to five-year goal(s) (SMART goals). Maximum of five SMART goals!
