Systematic Management of Safety The SAA of Ukraine Viewpoint The whole crux of a systematic approach to safety management is to ensure that we manage the risks effectively and efficiently. This means that our overriding strategy is to mitigate against the risks or eliminate them wherever possible. This guidance is intended to provide a direction for a working partnership between regulation and management so that the benefits of a systematic approach can be realised through cooperation and agreement. Practical steps for SMS implementation Starting Point - drafting of Safety Report in accordance with existing National Regulatory System Assessment of Organizational Structure of NAA Creation of Competency/Responsibilities Matrix Step 2: Statement on the Safety Policy; Mid-term (2 years period) Regulatory System Development Plan drafting Implementation of Mid-term Plan Step 3: Establishment Safety Information Analysis System Transition to the new NAA Organizational Structure and modified Regulatory System Concept Step 4: Assessment of Steps 1-3 implementation Remedial actions in respect to Safety Policy and Regulatory System Drafting and implementation of new Mid-term plan (approximately 2 years) Presentation of the SAA of Ukraine for ICAO European Region Aviation Safety Seminar/Workshop (Baku, Azerbaijan, 5 -7 April 2006)

No one source document covers all of the 26 topics and generally speaking each source documents can mean something different by the topic heading. This means that in the course of this workshop we will need to consider how to align the meaning of each topic heading to our best advantage in the UK and in the circumstances of each provider of services. It is probable that some topics have not received adequate consideration and require further development. It is equally possible that some topics are surplus to need and are candidates for removal.
