Climate Change Context in Jordan Jordan ratified the UNFCCC in 1993 First TNA report was submitted in 1995 The Initial Communication Report in 1997 The Second National Communication Report in 2009 The National Climate Change Policy (2013-2020) The Third National Communication Report in 2014 INDC in 2015 The First Biennial Update Report (FBUR) in 2017 Technology Needs Assessment Report (TNA) in 2017.

Second Jordan TNA Report With support from UNEP- DTU partnership OR (UDP), Jordan has developed and published its Climate Change Technology Needs Assessment Report including Barrier Analysis and Enabling Framework (BA&EF) and Technology Action Plans (TAPs) Reports in July 2018.

The approach The entire process was highly participatory and required stakeholder involvement in each step The National Climate Change Committee (NCCC) served as the Steering Committee of the Project. Two Technical Working Groups (one for mitigation and the other for adaptation) were established to form the rest of the TNA Team. The TNA activity was systematically conducted through a country-driven process.

I- How we assessed the Technology Needs? During the TNA process, Series of activities were done in order to : Identify the priority sectors in Jordan both in Adaptation and Mitigation. Assess the appropriate technologies that aim to reduce the impacts of climate change in the priority sectors. Technology Prioritization under each sector.

II- A barrier analysis and enabling framework (BA & EF) report. Identification of Barriers Identification of Measures Enabling framework to overcome the barriers and to understand the elements that affect the market

III- Technology Action Plan (TAP) report Technology Action Plan and Project Ideas for Sector Actions at sectoral level Action Plan for Technology Project Ideas for Sector

In general, developing a technology action plan involves three main considerations: A set of priority measures that approved at the national level Specifying the pathway to diffuse a specific technology for implementing a priority measure by setting actions and milestones to overcome the existed barriers. Proper implementation of these measures including monitoring, reporting and verification to ensure success of an action plan.

TNA and Third National Communication (2014) Within the TNC process Jordan has developed a Technology Needs Assessment (TNA) study specific for mitigation. The TNA has been undertaken to introduce technologies that could improve Jordan’s developmental and environmental integrity.

The main objective is to identify and assess environmentally sound technologies that have synergies between reducing the impact of climate change and the rate of GHG emissions and Jordan’s national development objectives.

The study aimed to communicate Jordan’s climate change technology requirements to the global community as well as to facilitate the access to international sources of funding for the implementation of mitigation activities and supports Jordan’s position in climate change negotiations in the area of technology transfer.

The target sectors were the highest emitting CO2 sectors, namely : The power generation and the Transport Sector. In the power sector: promoting rationalization, efficiency and use of clean energy. In the transport sector: developing and adopt energy efficiency, low carbon transport technologies and low carbon transportation modes.

According to the results: the main mitigation technology options for the energy sector are solar energy, wind energy and biogas to generate electricity. Major mitigation technology options for the transport sector are Bus Rapid Transit (BRT), hybrid vehicles, Light Rail System and replacement of old cars with modern ones exempted from customs.

TNA and Biennial Update report (2017) According to decision 2/CP.17 , non-annex I parties should provide updated information on constraints and gaps, and related financial, technical and capacity building needs. Also, non- annex I parties should provide updated information on financial resources, technology transfer, capacity building and technical support received from GEF.

Accordingly, the First BUR includes a chapter (Chapter 5) which provides a brief description of the constraints and gaps that need actions and resources to overcome. Where we can find a brief about the barriers that found in the BA&EF report of the TNA report.

TNA and MRV Currently in Jordan, we are developing a pilot MRV system which will cover the Energy and Renewable Energy Sector. For the time being, there is a need to conduct a continuous and up to date surveys to provide accurate data to follow up (monitor): Is there an implementation of the proposed technologies? Do these technologies implementation still fits the country needs?

Do we need a dependable tracking system for planning, implementation and verification of the implications of these proposed technologies? Do we use the TNA to facilitate access to international and national funds?
