Carrier Airwing Readiness Report (CVW CARR) 1 January 2019

DRRS-N CARR - Overview The Carrier Air Wing Readiness Report (CARR) is a communication tool that allows the CAG to describe overall war fighting capability and highlight readiness degradations within their Air Wing. This tool is used by the Type Commander to make resourcing decisions and understand total wartime capability. The CARR is a group view within DRRS-N which rolls up the DRRS-N assessments and PESTO data for each squadron within that CVW. Squadron approved DRRS-N assessments will be visible to the CAG via drill downs on each Capability Area.  

DRRS-N CARR - Background The CARR was established in 2003 as means for CVW Commanders to communicate readiness issues directly to the TYCOM. The DRRS-N based CARR allows the CAG to asses Capability Areas based on the Commander assessments of the units assigned to the Air Wing. This function in DRRS-N is based on the CSG and ESG roll up model adopted by U. S. Fleet Forces Command. The CNAF DRRS-N Supplemental Guidance (CNAP/CNALINST 3500.38) outlines the DRRS-N CARR Policy in Section one.

DRRS-N CARR – Getting Started To access the CARR in either DRRS-N Afloat or DRRS-N Ashore, the CAG and his staff will require DRRS-N accounts for Ashore (when land based) or Afloat (optional when embarked). The permission levels and access levels are outlined in the table on slide 5. The permission level names are different between DRRS-N Ashore and Afloat, but you will find they essentially are the same. Normally the CVW Readiness Officer and OPS-O will have the Commander/Releaser permission level which allows them to submit CVW CARR assessments in DRRS-N. The CVW Commander ultimately determines who will have the permissions to submit the CVW CARR. DRRS-N Ashore account requests are made online from the DRRS-N home page. Accounts are managed and approved by the DRRS-N Help Desk at U.S Fleet Forces Command. DRRS-N Ashore can be accessed from any SIPRNET terminal at: https://nrressocentral.nrre.navy.smil.mil/ DRRS-N Afloat account requests are managed by the OPS Admin Officer on each CVN. DRRS-N Afloat accounts are normally obtained when the Air Wing embarks the CVN for the first underway period.

Unit Commander Can view and change the assessments of capabilities and NMETs, save assessment changes, and submit assessment changes. Can also select the reporting method. Unit Administrator Can view and change the assessments of capabilities and NMETs, and save assessment changes, but cannot submit assessment changes. Can reset passwords and change the unit role of any user assigned to their UIC. Can also select the reporting method. DRRS-N Afloat Permission Levels Unit Role Description Browser Can only view approved assessments. Can not make changes to assessments. Can not see the OARS page. Drafter Can view and change the assessments of capabilities and NMETs, and save assessment changes, but cannot submit assessment changes. DRRS-N CARR - Overview The CARR is viewed in DRRS-N by selecting one of the logical CVW CARR Abbreviated Names (ANAME) or UICs as listed below. A logical name is a means by which DRRS-N can group units together and display them in a roll up view. DRRS-N CARR - Policy The CARR policy is outlined in section 1 of the CNAP/CNALINST 3500.38A (SUPPLEMENTAL GUIDANCE FOR DEFENSE READINESS REPORTING SYSTEM - NAVY (DRRS-N) REPORTING BY CNAP/CNAL UNITS). The CARR shall be updated, at a minimum, under the following circumstances: Thirty days from the previous CARR Upon completion of major readiness milestones (TSTA, ARP, Air Wing Fallon, C2X etc) When readiness changes in one or more squadrons that affect the CVW’s overall war fighting capability Upon a significant change in readiness within a Capability Area Upon request from the TYCOM or ISIC CARR assessment shall be updated continuously regardless of the Air Wing’s phase in the FRTP. Note: The CAG may conduct a new CARR Assessment anytime he deems it appropriate and is not constrained in periodicity to the above events

DRRS-N CARR - Viewing from DRRS-N Ashore From DRRS-N Ashore, the CARR is viewed via the system groups. To access the CARR; In the Group Selector, find the CVW CARR System group and select your CARR. Changes to the CVW CARR must be made from the “InStaffing” view.

DRRS-N CARR - Viewing from DRRS-N Afloat From DRRS-N Afloat, the user must view the CARR by first building a watch list (list of units and groups in DRRS-N Afloat). Obtain a DRRS-N Afloat Account from the CVN Ops Admin Officer. Use your CVW CARR UIC as your Unit of Interest. Users that already have a DRRS-N Afloat account can add their CARR UIC to their existing account. Build a Watchlist. From the DRRS-N Afloat menu, select Manage Watchlist to create a Watchlist . The watchlist must contain all the units assigned to your Air Wing as well as the CVW CARR UIC. Groups and units that are inserted into a Watchlist can be selected in the Unit of Interest drop down menu. From the Unit of Interest box, select your CARR.

DRRS-N CARR - Assessment Overview The CARR is a logical group within DRRS-N that provides a roll up of the Navy squadrons assigned to a given Air Wing. When the Air Wing CARR page comes up in DRRS-N, the user can then expand any Capability Area to view the DRRS-N assessments for each squadron that contributes to that Capability Area. The user can expand each squadron to view the MET assessments for each squadron. Personnel, Equipment and Training Pillars in the CARR are roll ups from the squadron data only. Note: The capability Area Values in the P, E and T columns are weighted averages based on a USFF approved weighted average table. There is a single MET associated with each Capability Area. These METS are required in order to display a METL in DRRS-N. These METS are not assessed by the CVW staff.

DRRS-N CARR - Assessment Overview The first task is to assess the Capability Areas. The Capability Areas assigned to the CARR are the sum of all the Capability Areas reported by the squadrons assigned to the Air Wing. The CVW user reviews the DRRS-N assessments of the squadrons in a Capability Area and then provides a CVW assessment based on the CAGs ability to perform that Capability at the MCO or “Deployed” standard The assessment value is either: “Y” (Yes) “Q” (Qualified Yes) “N” (No) Remarks that justify the CAG’s assessment are required.

DRRS-N CARR - Assessment Overview Y – Yes (Green) The unit can successfully perform an assigned Capability or MET to the prescribed standards and conditions. A “Yes” assessment should reflect demonstrated performance in training and operations. Q – Qualified Yes (Yellow) (Used when data may not readily support a “Yes” assessment). The unit is expected to accomplish an assigned Capability or MET to the prescribed standards, under most conditions. This performance, however, has not been observed or demonstrated in operations or training. Units with this rating can be employed for those tasks. N – No (Red) The unit cannot perform an assigned Capability or MET to the prescribed standards and conditions at this time. Supporting explanations are mandatory for any “N” assessment.

DRRS-N CARR - Remarks The second task is to assess the Core or Overall readiness of the Air Wing. The Core assessment is the CAG’s qualitative assessment of the Air Wing’s overall ability to execute its designed MCO mission(s). It should be consistent with the majority of the Capability Area assessed values. Core Comments should focus on; Meeting MCO mission requirements Impact of resource constraints on FRTP training External resourcing required Ability to achieve future readiness milestones Squadron remarks that justify the CAG’s assessment are very helpful in justifying shortfalls. Notes: The CVW CARR POC information (rank, name, phone number, and email) shall be listed in the Overall section of the Core Remarks block. The only part of squadron DRRS-N that is not visible in your CARR is the squadron core assessment and comments. Select each squadron’s DRRS-N individually to view this.
