RCA Projects Projects are initiated, approved and implemented in accordance with the 2-year TC programming cycle. There is a move to fewer and bigger projects targeted to high-priority topics with significant positive impact. NRs have supported such moves but have also expressed concern about some unintended consequences.

Some Concerns Expressed by NRs In recent TC cycles, there has been - A reducing research component – hence proposal of RPs Decreased emphasis on basic training, skills development and human capabilities – hence proposal of TPs

Concerns Addressed by SPs Reducing flexibility. Increasing lead times and length of time between project conception and final outcomes. Inadequate follow-up at the end of projects, especially with end users. Inability to react to problems that arise rapidly and urgently. Inadequate response to the resource and capability gaps between GPs as the RCA membership expands.

Guidelines and Criteria for Supplementary Projects (SPs) Category Formulation (1) A project linked to a previous, current or approved RCA project GPs (NRs) through the LC for linked project Submission anytime up to 4 years after linked project completed Duration: 1 year TC modalities (2) A new and urgent project using capabilities that already exist within the RCA GPs GPs (NRs) Duration 1 year Show that there are time-dependent factors Use Fast-track process (SAC, RCARO)

Category 1 Criteria Proposals for a SP (1) should be – Submitted using the appropriate TC Project Document Template Tabled at either a NRM or GCM If recommended by NRs, forwarded to the DIR-RCARO to initiate evaluation

Category 1 Criteria (cont) Priority will be given to SPs that will ensure the fullest uptake by end users of technologies developed through RCA projects, and to SPs that can successfully demonstrate that a small group of RCA countries need and can rapidly develop a capacity in technologies already available in some RCA GPs. Except in exceptional circumstances, projects should be completed within 1 year of commencement.

Category 2 Criteria Proposals for a SP (2) should be – Submitted using the appropriate TC Project Document Template Forwarded to the DIR-RCARO for evaluation under the fast-track mechanism. Targeted to a major need affecting the economic or social well-being of a significant part of the RCA region and show that technologies already existing in the region can deliver an effective solution.

Category 2 Criteria (cont) The issues characterizing Category 2 projects may often require a longer time-frame than 1 year to resolve. However, a long-term commitment of funds to any SP will not be sustainable through the RCA. Category 2 projects are a means to provide a rapid response to a need, but are not a means of long-term support. Therefore, proposals should address the need for longer term funding support from external agencies and projects must be reviewed after 1 year with a view to how they may be transferred to another organization for longer term support.

Evaluation (Category 1) DIR-RCARO forwards proposal to RCAPAC RCAPAC evaluates within 3 months with input from IAEA-TC If evaluation is positive and funds are available, the proposal (with any required modifications) is submitted to the SAC and then to the next NRM or GCM, whichever is the sooner, together with confirmation of the LC and LCC for the new project.

Implementation (Category 1) Implementation will start as soon as practical and no more than 3 months following approval by a NRM or GCM, managed by the DIR-RCARO Progress Reports are to be submitted to the DIR-RCARO, the RCA Focal Point and the RCA Chair 6 weeks prior to each NRM and GCM Reports on SP activities may be provided to the NRM and GCM through the DIR-RCARO

Evaluation (Category 2) DIR-RCARO forwards the proposal to SAC for a decision within 1 week on its suitability for fast-tracking. Suitable projects are forwarded to RCAPAC for evaluation. Evaluation is completed within 1 month with IAEA-TC input If evaluation is positive and funds are available, the proposal (with any required modifications) is submitted to the SAC and then circulated to NRs for comment and approval or rejection by a specified date

Implementation (Category 2) Proposals adopted by consensus of NRs will not require formal endorsement at the next NRM/GCM but will be tabled for information Implementation will start as soon as practical, managed by the DIR-RCARO Progress Reports are to be submitted to the DIR-RCARO, the RCA Focal Point and the RCA Chair 6 weeks prior to each NRM and GCM Reports on SP activities may be provided to the NRM and GCM through the DIR-RCARO
