CAPER 2018

What is the CAPER? The CAPER (Consolidated Annual Performance and Evaluation Report) is the way ESG, CDBG, and HOME Grantees report on accomplishments and progress towards their Consolidated Plan goals Report yearly Report time frame is based on the State of Maine fiscal year 1/1/2017 – 1/1/2018

CAPER changes HUD made changes to the CAPER submission this year which impact you MaineHousing is the ESG recipient Emergency Shelters and Domestic Violence shelters are the subrecipents (Each project must submit a CAPER so if your Agency has multiple projects, you must do one report for each) In the past, MaineHousing submitted the CAPER through a process called “eCart” and IDIS This year, the subrecipents are required to submit the reports through Sage

What do you do? Run the CAPER report and look at your data (you can run this report any time throughout the year to look at your data – just be sure to run it for a year’s time frame) Identify any errors or missing data and correct it Wait for the email from Sage (sent by MaineHousing) containing the link for you to submit your report

Time Line February 1, 2018 – Recipients send subrecipients emails from Sage containing link to upload CAPER February 1, 2018 – Recipients send confirmation email to subrecipients February 9, 2018 – Subrecipients work with HMIS Lead to generate report from HMIS and check for data quality (Domestic Violence Shelters that do not enter data in to HMIS and are not able to generate the reports should reach out to MaineHousing for an exception template)

Time Line February 16, 2018 – Subrecipients download the CAPER report from HMIS and upload it in to Sage February 16, 2018 – Domestic Violence Shelters upload their Exception Templates February 28, 2108 – Recipient checks all of the project level imports – remediate as needed March 1, 2018 – Recipient downloads the combined report and submits to MaineHousing Compliance Officer
