So What?   How State and Local Contexts Shape Immigrant Reception and Civic Engagement Does it matter if Philadelphia is a sanctuary city?   How do state and local contexts shape immigrant reception and civic engagement? This talk explores how differing local institutional contexts and policy regimes shape the attitudes of the native-born toward immigrants and immigrants’— particularly Mexican immigrants’—incorporation into civic life.
