HDV CO2 certification CoP provisions Editing Board, 26.01.2017
Components, separate technical units and systems Article 12 of Directive 2007/46/EC – overarching requirements related to CoP In addition, specific CoP procedures for each component are set out in the technical annexes Providing, on annual basis CoP testing reports to the approval authority will be mandatory The test reports will be made available, upon request, to the Commission
Components, separate technical units and systems – in addition… Every 25th CoP test, but not less than one test per year, shall be witnessed by a technical service other than the one which participated in the type-approval tests The type-approval authorities will be given a possibility to perform verifications the manufacturer's production facilities. The manufacturer will be obliged to provide the approval authority with all the relevant documents and samples necessary to perform an independent assessment.
Components, separate technical units and systems - Questions Are the provisions as they stand in the current draft are sufficient to ensure a proper level of control? Would it be recommended to require that at least some CoP tests for at least some components are witnessed by a technical service? Majority of the components (ex. gearboxes) are built according to received orders. Should a production of a component specifically for CoP be allowed? What other options should we consider?
Criteria for a definition of CoP requirements Four criteria which should define a stringency of the CoP tests: Impact on the vehicles' overall CO2 emissions Cost and complexity of testing Whether the component is covered by the on-road test Statistical validity
