Settlement options : Quiz

QUIZ Only return to the place of origin enables the achievement of Durable Solutions. Reminder: There are 3 equally valid “settlement options”. These 3 settlement options are NOT by themselves THE durable solutions.

QUIZ 2. Protracted displacement concerns those who refuse to return to their place of origin. Protracted situations : UNHCR : “situations where 25,000 refugees or more have been in exile ‘for 5 years or more after their initial displacement’, without immediate prospects for implementation of durable solutions” IDMC : Situations in which ‘the process for finding durable solutions is stalled, and/or IDPs are marginalised as a consequence of violations or a lack of protection of human rights, including economic, social and cultural rights’.

QUIZ 3. Durable Solutions as a return to one’s place of origin means going back to the status quo. Return will necessarily entail different conditions. The assessment of whether DS have been achieved will be determined by the “criteria”, specific durable solutions indicators, monitoring and evaluation and non-discrimination, not by return to the status quo.

QUIZ 4. A person’s decision to locally integrate is equal to foregoing choosing return. Reminder: If return under the Durable Solutions criteria is not possible or cannot be a voluntary choice, a voluntary return can be a later decision.

QUIZ 5. A choice of local integration includes also focusing on the host community. Reminder: focus on the host community when dealing with local integration.

QUIZ 6. Settlement elsewhere in the country makes the IDP an economic migrant. Reminder: Settlement elsewhere is a valid settlement option of an IDP still searching for durable solutions so long as the IDP still has displacement-related concerns

QUIZ 7. Government has the prerogative to pursue a preferred settlement option over others Reminder: To a certain extent yes, only: - Where it does not effectively invalidate IDP voluntary choices when displacement-related human rights violations continue (no coercion) - If DS principles are respected (eg risk of life, liberty, security, or health; discrimination)

QUIZ 8. Displaced persons who have achieved DS will not have any more human rights concerns Reminder: We all have human rights concerns. In this case, these IDPs should not anymore have direct displacement-related human rights concerns.
