Voluntary data request: state of play on OECD request on AFA Item 2 Eurostat Task Force on Annual Financial Accounts Frankfurt am Main, 9 March 2017

Background to the data request Request last year from OECD, DG ECFIN, and ECB for additional national accounts-based data. Motivation for OECD request is from user demands relating to: financial risks and economic resilience monitoring productivity, investment, wealth, finance better measuring globalisation expressing the needs of G20 Data Gaps Initiative.

Timetable for European Statistical System NAWG Nov 2016 Proposed a questionnaire and prioritisation of requests DMES Dec 2016 Agreed on questionnaire Prioritisation presented Questionnaire results Summary to be produced and distributed NAWG/DMES 2017 Discussion at next meetings Several countries compile each quarter the AFA at the same time as quarterly production. We encourage frequent updates and transmission to Eurostat

Questionnaire on QFA and AFA Joint questionnaire with ECB covering data request on QFA and AFA: Back data Financial instruments Institutional sectors Consolidated and who-to-whom data Eurostat summary of AFA results in the context of ESA 2010 transmission programme. For detail of country replies, see WG FA document (item 7).

Highlights: back data ESA 2010 TP asks for data from 1995. Most derogations are due to close this year Very little mention of AFA available before 1995: HU 1990+ CZ 1993+

Highlights: financial instruments Generally very limited positive response. Most breakdowns available for HU, some for LV and NL Several countries could provide F.221 interbank deposits F.6 breakdown generally available through ESA TP Poor availability for other breakdowns.

Hightlights: institutional sectors S.12 subsectors S.121 to S.129: 18 countries could provide all or most S.125 and S.127 breakdowns: 14 countries could provide all or most (in medium term?) Weak availability on other breakdowns (S.123, S.124, S.128, S.129, S.1100x, S.1200x.

Highlights: consolidated and W2W Consolidated tables are required under ESA 2010 TP for transactions and balance sheets. In addition 17 countries provide consolidated other flows tables, and 5 countries the W2W tables (level 2) 13 countries could provide all or most series available up to level 3 or 3+, but without the S.2 split into non-resident sectors.

Conclusions (1) Back data HIGH PRIORITY: very limited scope before 1995 (but some available on a basis not fully in line with ESA 2010?) Financial instruments MEDIUM PRIORITY (HIGH FOR S.12): generally very limited positive response. However, maybe some of the request could be satisfied in the medium term using existing sources (one or two countries expressed this, mentioning the sources)

Conclusions (2) Institutional sectors HIGH PRIORITY: generally positive on breakdown into S.121-S.129. S.125 and S.127 breakdowns to some extent possible (only in medium term?) Consolidated and W2W MEDIUM PRIORITY: good situation for consolidated datasets. Around half the countries could provide much W2W data using a detailed counterpart sector breakdown.
