Turning point for culture statistics Plan the future: identifying areas to cover identifying areas for which development work is needed at EU level making maximum use of synergies at them international level introducing tools, e.g. legal basis, in order to establish a sustainable system for the production and dissemination of statistics on culture Culture WG, 4-5 March 2004

4. Reflection on future Current perspective (using mostly domains) : LEG Framework, 2 dimensions: Domains and Functions Current perspective (using mostly domains) : Offer: Employment, Financing Demand: Participation, Expenditure Add: Offer-Demand: Enterprise statistics Impact: Economic and social outcomes Other issues: Mobility (?) Culture WG, 4-5 March 2004

Some thoughts “Cultural policy” covers the whole “Cultural Area” “Cultural Industries” include profit making branches/activities that include: only the “creative” element (e.g. design, live performance arts, film production, software production) only the “industry” element of dissemination of cultural products (e.g. audiovisual material distribution companies, publishers) both the “creative” and “industry” element (e.g. music industry) An enterprise policy is needed for cultural industries (including the improvement of the import/export balance) Cultural policy measures may be needed to support this enterprise policy by supporting local and the non-profit making activities as a means to: improve the creative environment increase the internal public for cultural goods and services Culture WG, 4-5 March 2004

5. Ex-ante evaluation 1. What are the policy needs 2. How the ESS can respond to them (tools)? 3. At what Cost (Human and financial resources needed at EU and national level)? Culture WG, 4-5 March 2004

Proposal on Culture Statistics Analysis of: where ESS Culture statistics stand what are the current and future needs where international Culture statistics stand Decide: what are the future tasks for ESS Culture statistics how the work should be organised in the future (incl. legal basis) Culture WG, 4-5 March 2004

Proposal on Culture Statistics The results of the first analysis by Eurostat with the contribution of the CULT WG will be presented to the policy users and to the providers of Culture Statistics at the appropriate levels, with the aim to have a clear strategy for the future adopted as soon as possible Culture WG, 4-5 March 2004

The Cultural Statistics WG is invited to comment on the first analysis presented to propose additional issues which should be taken into account in the overall discussion on ESS culture statistics to advise Eurostat on its proposal, including on the feasibility of a legal basis for the sustainable collection of culture data to communicate discussions to the appropriate national actors so that a broader debate can be launched Culture WG, 4-5 March 2004
