HAZMAT SAFETEA (H.R. 3) was signed into law in August 2005. Requires TSA to create uniform standards for licensing of hazardous material drivers Background check requirement required by PATRIOT Act. TSA has to create standards that would relate to collection, transmission, review of background information by the states, reasonable fees and standards to disqualify applicants.
