Education Research Council (ERC) Founded in 2014 by a dozen of Cambodian scholars known as “Think Tank team” It aims at providing evidence-base and policy recommendations for education reform in Cambodia. Our main activities are: Research on education-related issues Cambodia Education Review (CER) Education seminar and research forum ERC was institutionalized in July 2017 by Prakas of the MoEYS teaming top leaders, senior government officials of MoEYS and researchers from universities and schools

Cambodia Education Review (CER) It is a bi-lingual Journal Expected to have two issues per year Publish: Original Papers Book Reviews Policy Briefs CER will be also available online: www.moeys.gov.kh/cer Ministerial regulation (Prakas) approved the publication of CER and Policy Brief.

Challenges in human resource management Remuneration is low and is not stable. It is hard to attract professional researchers into ERC. Only 5-6 ERC members are active given their double roles in executive departments, universities or their affiliated organizations. Our working approach is to give researchers and juniors researchers the independence (be their own boss). This approach does not work well given our researchers/juniors are stick with employee mind set or they are not able to conduct research independently. ERC Secretariat: Government officials- More functions, more tensions No financial autonomy- our budget is kept with the Department of Finance, MoEYS
