I. Overview June 2017: Formal Council adoption of the MTR and MFF Regulation YEI increase agreed at 1.2 billion EUR 2017: 500 million EUR 2018 – 2020: 233 million EUR per year 11 eligible Member States on the basis of the latest available annual data on youth unemployment (Art. 16 ESF)

I. Next steps (1) COM proposal of amendment to CPR: expected today Once proposal is adopted by COM, COM will formally inform eligible Member States of final allocations and eligible regions CPR adoption by EP and Council: expected November

II. Next steps (2) Once the amended CPR enters into force: COM adoption of amendment to Implementing Decision 2014/190/EU Setting out annual breakdown by Member State of resources from the YEI, and list of YEI eligible regions Once Implementing Decision is adopted: Commission will be able to adopt amendment of Partnership Agreements and Operational Programmes: autumn 2017 and at the latest by 31.12.2017

II. OP/PA amendments OP/PA amendments MUST be adopted by COM before 31/12/2017 – to allow for timely commitment of 2017 allocations Vital that negotiations between COM services and Member States are speedily finalised and the agreed and amended OP is formally submitted in autumn 2017 Crucial to avoid need for COM observations on the OP amendment which would delay the adoption process and thus put at risk the timely commitment of the 2017 allocation

III. Calculation of YEI decommitment YEI dedicated budget line and matching ESF amounts shall be considered together as one YEI amount for the automatic de-commitment calculation purposes (Article 86, Article 136 CPR) (More info under agenda point 6)
