Indicator on "Early leavers from education and training" Definition: The percentage of the population aged 18-24 with at most lower secondary education and who were not in further education or training during the last four weeks preceding the survey. ↓ ISCED97: "at most lower secondary education” corresponds to levels 0, 1, 2 or 3C short (<2 years) Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 2

Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 1. “ISCED97 level 3C short” = ISCED level 3 programmes of less than 2 years ISCED 2011: for educational programme – codes 341 and 351 (“insufficient for level completion or partial level completion, without direct access to post-secondary non-tertiary education or tertiary education”) for educational attainmenmt - codes 244 and 254 (“recognized successful completion of un upper secondary general/vocational education programme insufficient for level or partial level completion”). ↓ these codes will be taken into account in calculation of indicator on early leavers from education and training Eurostat ETS Working Group - Luxembourg, 25-26 April 2013

2. “ISCED level 3 partial completion” rare cases; concept of “partial level completion” did not exist in ISCED 97 - such programmes could be found in ISCED levels 3A, 3B or 3C long and education attainment from them - not considered in the indicator on early leavers from education and training. ↓ the same approach will be followed under ISCED 2011 In ISCED 2011, educational attainment from the programmes of “partial level completion” is now coded as 342 and 352 ("partial level completion, without direct access to post-secondary non-tertiary education or tertiary education"). these codes will be not taken into account for the calculation of the indicator on early leavers from education and training. Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 Impact of the implementation of ISCED 2011 on Europe 2020 headline indicators 2013 integrated mappings - the last opportunity to inform Eurostat about the allocation of educational programmes and related qualifications (including those used in calculation of EU2020 indicators) in the 2014 LFS. Dissemination of 2014 results and adjusted time series (in 2015) - bilateral discussion in the case when ISCED 2011 would have an impact on the EU2020 headline indicators.
