Introduction In September 2015, the General Assembly of the United Nations adopted 17 Sustainable Development Goals (SDGs) as targets for the period 2015-2030. With these objectives, the field is considerably strengthened, with regards to the Millennium Development Goals (MDGs). These objectives and targets now constitute, for all countries, a major challenge to be achieved to move towards sustainable development.

Introduction Countries should apply the entire 2030 agenda while taking into account the specificities of their own countries. Senegal, for its part, has engaged in a process of considering SDGs indicators in all its development policies, at both national and sectoral levels.

Introduction In Senegal, since 2014, the Emergent Senegal Plan (PSE) has been adopted as a reference for all country's development plans. The PSE is implemented through a Priority Action Plan (PAP) with a first phase from 2014 to 2018. This PAP is divided into projects and programs. The advent of the 2030 agenda on the SDGs is an opportunity for Senegal to achieve the objectives of the PSE in 2035. Regarding the country's experience in monitoring the SDGs, the PSE evaluation shows that it fully embraces the 17 SDGs.

Introduction The alignment of the SDGs with the Emergent Senegal Plan as well as the consultations that took place between ANSD (National Agency for Statistics and Demography) and the sectoral ministries on the availability of data showed that Senegal can inform a good part of the SDG indicators (68.5%),

Introduction The purpose of this presentation is to discuss the accuracy, availability, and methodology of some indicators. These indicators were chosen in order to highlight the country's experience regarding the production of these indicators as well as to see compliance with international recommendations.

Discussion for chosen indicators The indicators that will be discussed are The proportion of the population with access to electricity (SDG7.1.1) the annual growth rate of real GDP per capita (SDG8.1.1) unemployment rate by sex, age and people with disabilities (SDG8.5.2); Number of commercial bank branches and automated teller machine (ATM) per 100,000 adults (SDG8.10.1) proportion of adults (15 years and over) with an account in a bank or financial institution or proportion using mobile money services (SDG8.10.2) Proportion of youth (aged 15-24 years) not in education, employment or training (SGD8.6.1); Proportion and number of children aged 5‑17 years engaged in child labour, by sex and age(8.7.1)

Discussion for chosen indicators The proportion of the population with access to electricity (SDG7.1.1) Accuracy: the values listed on the left side of the Senegal page are correct for the years 2010 and 2012. the sources mentioned are also the main sources used. Availability: data are also available for 2013 ,2014, 2015and 2016 with respectively 57,7%; 61%; 62% and 64%. Among the sources mentioned and which can be used to collect the information, we can list Demographic and Health Surveys (DSH) and other household surveys like surveys on poverty. Methedology: To facilitate the calculation of this indicator, it is important to define the field covered.

Discussion for chosen indicators the annual growth rate of real GDP per capita (SDG8.1.1) Accuracy: This indicator, for Senegal, is produced regularly by the national accounts. The values listed on the country page are different from the results provided by the national accounts, Differences may arise over the values of the growth rate depending on whether forecasts are used, provisional data, semi-definitive or definitive data. In fact, the growth rate forecasted is published first and is produced by another entity called the Direction of Forecasting and Economic Studies while the provisional, semi-definitive or definitive data are produced by the National Agency of Statistics and Demography.

Discussion for chosen indicators the annual growth rate of real GDP per capita (SDG8.1.1) Avaibility:According to the information provided by the national accounts, the annual growth rate of GDP per capita is respectively 3.24%; 3.10%; 4.59%; -1.47%; -0.56% and 3.18% for the years 2010; 2011; 2012; 2013; 2014 and 2015. There is a need to widely disseminate and make data available on time.

Discussion for chosen indicators the annual growth rate of real GDP per capita (SDG8.1.1) Methodology: The calculation's methodology of the annual growth rate per capita has a small difference regarding the currency used as reference. The indicator is therefore calculated by considering GDP in local currency. Since this indicator is derived from GDP, which is a compilation of sectoral data, it is imperative to strengthen the collaboration between the national statistics institute and the sectorial data providers

Discussion for chosen indicators unemployment rate by sex, age and people with disabilities (SDG8.5.2) Accuracy: For this indicator, no data is mentioned on the page of Senegal. Nevertheless, this indicator is available at the National agency of statistics. However, it is not disaggregated according to the "type of disability". Availability: In 2015, the National Employment Survey conducted by NASD showed that the unemployment rate for people aged at least 10 is estimated at 15.3%. For the population aged at least 15, the unemployment rate is estimated at 15.7% in 2015. Unemployment is higher for women (22.6%) compared to men (9.8%)

Discussion for chosen indicators unemployment rate by sex, age and people with disabilities (SDG8.5.2) Availability: The data source that is not listed in the country page is the national employment survey which has started since 2015. Currently this survey is done each 3 months and produces indicators for monitoring employment.

Discussion for chosen indicators Number of commercial bank branches and automated teller machine (ATM) per 100,000 adults (SDG8.10.1) Accuracy: In the Senegal page, there isn't any data entered for this indicator. However, this indicator is monitored regularly at national level. The information on the source mentioned on the country page is indeed the right source. Availability:The number of branches of commercial banks and ATMs per 100,000 adults is estimated at 10.13 in 2015 and 11.9 for 2016. Methodology: The indicator is calculated according the recommendations contained in the metadata. It is also necessary, to facilitate the access of the data by using dissemination's platforms.

Discussion for chosen indicators proportion of adults (15 years and over) with an account in a bank or financial institution or proportion using mobile money services (SDG8.10.2) Accuracy:There is no data entered at the country page level. However, the source indicated on the page corresponds to the correct source. Avaibility:proportion of adults (15 years and over) with an account at a bank or other financial institution or using mobile money services was 76.3% in 2015. The financial inclusion studies mentioned as sources are those that are actually used to collect information

Discussion for chosen indicators Proportion of youth (aged 15-24 years) not in education, employment or training (SGD8.6.1); In Senegal, this indicator is classified in the category of possible indicators. Efforts are underway for the information of this indicator which provides more information on unemployment. The data source for this indicator is also the national employment survey, Data is not yet available for this indicator despite the availability of the source. It is necessary to express the need to the responsible of the national survey of employment in oder to obtain data for this indicator.

Discussion for chosen indicators Proportion and number of children aged 5‑17 years engaged in child labour, by sex and age(8.7.1) this indicator is also classified in the category of possible indicators. The data source for this indicator is also the national employment survey With this source the indicator can be informative for the age group 10-17 years. So far the field of study does not cover children under 10 years old For the age group 10-17 years the indicator is 17.29% in terms of percentage and 436 393 children in terms of number. Boys are much more affected (21.12%) against 13.74% for girls It is necessary to express the need to the responsible of the national survey of employment to study the possibility of expanding the scope of the survey to cover the age category 5-17 years, knowing that there will be implications in terms of the cost of funding for the study in question

Challenges and difficulties The problem of compliance between demand and supply: low frequency of dialogue between producers and data users The issue of human resource is also important because there are few qualified statisticians at the regional and ministerial level. This situation is resulting in insufficient local and sectoral data disaggregated. Dependence of the NASD from the donors. In fact several surveys are often financed by donors such as the World Bank and others. In terms of the challenges and difficulties facing by Senegal in the context of monitoring the objectives of sustainable development, we can note:

Recommendations Improvement of the collaboration with multiple actors: to calculate an indicator, we often need other data from other actors. For example to calculate GDP the NASD needs data from agriculture. Collaboration between NASD and the agriculture department can facilitate the collection of agricultural data. Statistical capacity's improvement, especially for statistical services at the local level to improve the quality of the data produced. Ensure that all citizens understand and use the published data. This will improve the statistical culture of the population. Promoting open data portals for more transparency and accountability / SDG monitoring by making regular updates. To face the challenges and difficulties mentioned above, we formulate the following recommendations
