Sand Point Boat Harbor Road, A Long Journey By Tiffany Jackson For the 2017 BIA Providers Conference

History Original Project, Sand Point Dump Road Road completed, but not accepted by City Administration felt grade of road was too steep Change requested by City Congressional earmark to make change Not enough funds for proposed

Hurdles Current Administration Getting Everyone on the same page Not enough funding for original project Other project high priority for Tribe Not enough funds for other high priority project

What We Wanted To Do Reduce scope on initial contract Significant cost savings Use remaining funds in other high priority project Utilize older contracts and partner with Unga tribe to pave Boat Harbor Road

So What Changed? Change in Administration Tribe and City POC Program Review recommended possible solutions TTP Director attended BIA Providers conference Lines of communication opened Consistence with our POC, Nathan Cornilles

A Solution? Other tribes encouraged to add route as a class 11, Unga Tribe did do this Class 11 - indicates an overlapping or previously inventoried section or sections of a route Request money saved by reduction in original scope be re-allocated to other high priority project

How Do We Get There? Approach City on Reduction of Scope Request BIA Transportation and Federal Highway Administration permission to allocate funds saved to other high priority project Critical – complete reduced scope work on original contract before October 2014 Have City sign off on route 1002

QTT Resolution 14-04 WHEREAS, the Tribe has reviewed its Transportation Needs against its Transportation Improvement Plan and wishes to Receive a specific amount of our 651 Tribal shares from Native Village of Unga for executing activities in 25 CFR Part 170 and Part 900 for the purposes of Construction Activities, and WHEREAS, the Qagan Tayagungin Tribe would like to receive $760,220.74 specifically from the Native Village of Unga, per Unga Tribal Council Resolution #: 15-02, and Boat Harbor Road Project

Boat Harbor Road - 2017 March – RFP put out May – Brechan Construction Selected June – Preconstruction/NTP July – Construction started September – Construction Wrapped up Louis Rocheleau presenting on actual construction

Final Statistics Total journey nearly 20 years Accumulation of 6 Contracts/Program Agreements Unga dedicated 22% of the project QTT dedicated in 1st phase of the project $49,000 QTT dedicated 88% in the in 2nd phase of the project
