Update on Progress and Involvement of Water Utility Associations February 2014

Smart Policies, Strong Utilities, Sustainable Services Promote an informed policy dialogue around challenges in the water service sector Strengthen technical and managerial capacity of the sector utilities and institutions

Need for the Program Investments in infrastructure upgrading have not been matched consistently with required institutional support for appropriate operation, maintenance and management competencies to keep up with the dynamic changes. …Often, investment decisions lack strategic perspective and lead to short lifespan of assets which can make it difficult to reverse the trend of increasing operating and re- investment costs, rising environmental risks and, finally, shrinking consumer satisfaction. World Bank, Project Appraisal Document, Danube Region Water Supply and Wasterwater, July 19, 2012.
