The 2nd HRWG Meeting: Prague, 27th-28th April 2009 The Background of Work The handbook is a concise manual, intended to be a guideline book that provides specific information concerning EUPAN functioning. […] The handbook is not intended to be a static document. It is crucial for its permanent usefulness that the Presidencies update the information when deemed necessary, in light of Network developments. (Handbook, p. 3)

Not to write a new Handbook, but to up-date the old one. To use the online communication as much as possible.
