Guiding Principles the promotion and prevention are to be reorganized on a social basis. civil society themselves are to be at the centre of action. the roles of oral health personnel are not only on clinical care but the supporter of the community. manpower is then to be built on a new principle

Personnel training Conventional training system training one person to perform a great variety of skills. those skilled and rarely used a skill, gradually lost that skill or become less expert. specialist consultants then evolve. Alternative system train people in specific procedure. with a high level of skill and accuracy. to cope with a great demand at present but flexible enough when demand changes. the health personnel alternate between field work and training.

A logical approach identify the need of the population to be served specify the tasks to be accomplished define the special skills required for the tasks identify people who must be trained plan the workplace then train people in specific procedure.

The mode of training: training needs to have a modular, minimum time expenditure approach. the use of a simulation training approach could achieve what is needed. use of numeric term in training: precise, clear perception, comprehensive understanding, facilitate data collection and processing by computer, etc. The mode of training is ( please read the above) simulation training could reduce what presently takes months, and even years, to only a matter of weeks

One suggestion from my experience

No lecture on pd. <30 minutes of pd exercise Provide pd environment Let them perform a very simple task under that condition until they gain habits. Only pd position that they will use for all their life.
