FUNDING AND BUDGET - 2010 The MoU signed by Member States in 2007 set outs the underlying principles for operation and management of the COSCAP-SA. Paragraph 7.4, Article VII of the MoU describes the duties and function of the Steering Committee which includes inter alia, the following responsibilities: Formulation of policies; Assign priorities for the activities of COSCAP-SA; Review and approving the annual work programme and budget of COSCAP-SA. In doing so the SCM shall take into account the requirements of the Memorandum of Understanding; Programme document of the current Phase; and the availability of funds. 19th Steering Committee - COSCAP-South Asia 2/26/2019

FUNDING AND BUDGET - 2010 The MoU stipulates that the Programme shall primarily be funded by the Member States through annual contributions calculated in accordance with a cost- sharing formula approved by the Steering Committee; may receive grant funds from the donor community to supplement the Programme funds. Member States’ annual contributions and donors’ contributions constitute the general pool of the COSCAP-SA Trust Fund. The Trust Fund is maintained by ICAO to support activities identified under the ‘core subjects,’ in the MoU. 19th Steering Committee - COSCAP-South Asia 2/26/2019

FUNDING AND BUDGET - 2010 The Programme Document for the Phase III describes in detail the nature and scope of Programme’s objectives; Outputs; and activities to be undertaken by the Programme. FUNDING AND BUDGET - 2010 RECOMMENDATIONS To request each Member State to honour their commitments and pay their annual contribution in full. To urge each Member State to settle their financial contributions as early as possible but not later than the 3rd quarter of each year. To approve the request of Bhutan to revise their annual contributions to USD 25,000 per year taking into account the limited aviation activities in the country and its contribution to the national economy. To request the SCM to discuss the consequences of continued under- funding of this Programme. To continue to set apart a fixed percentage (to be determined by the SC) of Programme funds for the employment of Regional Experts (Home Based) as agreed at the last SCM. To encourage the partners of the Programme and airlines to continue their contributions in kind which are of vital importance to its continuation. 19th Steering Committee - COSCAP-South Asia 2/26/2019
