Every Student Succeeds Act The Every Student Succeeds Act (ESSA) provides external measures (outcomes) on how well our internal actions are helping our students succeed. Per ESSA, each state had to submit a plan that needed to be approved by the federal government.

ESSA Overview ESSA is a federal law that includes requirements for schools. In January 2018, the NYS plan was approved. To craft the plan, NYSED engaged with many stakeholders. The 2016 – 2017 data will be used as the baseline year of data for the accountability system. New York State’s accountability system will identify two types of schools in need of support. They are Comprehensive Support and Improvement Schools and Targeted Support and Improvement Schools. #10 Goals NYS has set goals for each subgroup. Individual schools will have Measures of Interim Progress (MIP’s) based on their baseline year of data which is 2016-2017.

#9 Subgroups Although Accountability is still based on all sub groups by Race, ELL, SWD and Economic status, we will be asked to REPORT on some new subgroups, including military/non-military, homeless/non-homeless, foster child/non-foster child Subgroups will be calculated based on 30 students, but NYSED will combine 2 years worth of data to reach 30 students. This means many schools are more likely to be held accountable for more subgroups than they were in the past.

#7 Comprehensive Support and School Improvement Schools CSI schools will be identified every 3 years based on performance of all students CSI Schools will need to develop an improvement plan and submit it to NYSED for approval. CSI schools will need to implement an evidence - based school - wide improvement strategy, begin student and parent participatory budgeting and annually survey parents, teachers and schools. Will receive funding

#6 Targeted Support and Improvement Schools TSI schools will be identified every year based on subgroup performance TSI schools will need to develop an improvement plan, but do not need to submit it to NYSED. The plan must include evidence based interventions, and they must annually survey parents, teachers and students. Will receive funding

#5 How to Exit Support and Improvement School Standing To exit TSI and CSI standing, schools must show improvement for at least 2 consecutive years No longer LAP schools

#4 Participation Rate Schools not meeting 95% Participation Rate for the same subgroup on the same measure for two consecutive years will enter progressive discipline and will need to complete a plan to address low participation rates

#1 Appeals Everything is appealable, especially in the first year when the data will be fairly old. If you believe there is a discrepancy or you have extenuating circumstances for a specific performance, use the appeal window. We do not know anything about this appeal window
