Presidential Leadership Ch. 9

According to the United States Constitution, the president has the power to nominate his cabinet and federal judges. All of these nominations have to be approved by the Senate. Vetoing Bills-The President can reject a bill in two ways: In a veto the president refuses to sign a bill and returns it to the house of Congress in which it originated. The second, the president may kill a bill passed during the last 10 days Congress is in session simply by refusing to act on it. This veto is called a pocket veto. Because Congress is no longer in session, it cannot override the veto and the bill dies. Congressional override of a veto-Congress can override a presidents veto with a two-thirds vote in both houses. If Congress overrides the veto the bill becomes law. Presidential Powers

Mandate of the People-All Presidents like to claim that their ideas and policies represent a mandate from the people. A mandate- strong popular support. Executive orders-rules by the President that have the force of the law. Impoundment-Means the president can put aside, or refuses to spend, the money Congress has appropriated for a certain purpose. Reprieve-grants a postponement of legal punishment Pardon-is a release from legal punishment Amnesty-is a group pardon to people for an offense against the government.
