Bituminous Product Specification Changes Extensive consultation with stakeholders: Over 30 participants involved specification review process Most issues were resolved by the alliance working groups Open and honest communication between participants throughout the formally documented process Agreement has now been reached on most issues 6

Specification Suite Restructure New specification format MRSXX MRTSXX Annexure MRTS will replace PSTS MRS Series: For traditional- construction only contracts TS & PSTS Series: For other contract types (D&C, Alliance, and so on) Difficulties arose with have two specification / technical standard sets: Technical expert human resourcing Errors and inconsistencies Impost on suppliers and contractors 8

Specification Suite Restructure MRS Series – Traditional contracts Prescribes various material and construction requirements Role of Superintendent included throughout documents Annexures were included for local conditions and requirements TS & PSTS Series Are the technical standards for the Works: Contractor adopts as his specifications Item numbers & procedures for accepting non-conforming product at a reduced level of service removed Role of Superintendent became Principal’s rep Annexure completed by technical experts 9

Specification Suite Restructure The MRS documents will address all payment related Clauses for traditional contracts for example, item numbers and reduced level of service The MRTS documents will address the technical standards required for the Works One standard technical ‘core’ document for all projects Both MRS and MRTS documents can have annexures MRTS Annexure – eg specified standard for surface evenness MRS Annexure – eg paying for a higher standard of surface evenness 10

Specification Suite Restructure MRTS01 Cl 14:The Administrator shall be as stated in Clause 1 of Annexure MRTS01.1 with the role as defined in the Contract. Where not stated, the Administrator shall be the 'Superintendent' as stated in the Contract for the following TMR contracts – Road Construction Contract; Roadworks Performance Contract; and Minor Works Contract. the 'Principal's Representative' as stated in the Contract for the following TMR contracts – Design and Construct Contract; Design, Construct and Maintain Contract; and Alliance Contract 11
