Building Capacity Around Outcomes Selected slides ELPI & ELPAC from: Building Capacity Around Outcomes Presentation to Principals in Riverside Unified School District Shared at RCAN 12-8-17 Carmel Acosta-Cooper, Ed.D. Senior Program Evaluator Lynn’s Comments We have committed as leaders to be balanced - Both sides of the track. Stay focused on engagement. Best way to move our district - Build Capacity, Build systemness, focus on mastery of essential learnings (grade level standards) Be intimate with the standards, how will I know if students learn, what will I do about it . . . Ryan & Jamie’s Comments Site work - minute by minute, daily, weekly, and unit District - quarterly and annually Assessment Audit - What are we giving, why, does it give us the information we need Assessment Audit Timeline - survey through Principal collaboratives, want honest feedback then to SLT for district, not site level data. Curriculum Audit - What is provided? What is being used? Working on action plan for Math and NGSS. 40 step journey, today we are on step ___ . . .

English Learner Progress Indicator-ELPI (Percent Progressing Plus Reclassified) English Learner Progress Status English Learner Progress Change (Change in Percent Progressing and Reclassified) Unpacking ELPI ELPAC Context Instruction Key Talking Points about the ELPI Academic Indicator: The ELPI data is the percent of student progressing toward or maintaining English Language proficiency. It is calculated by: Adding: The number of English Learners who increased at least one level or maintained proficiency on CELDT, plus “extra credit” for LTEL students who maintained or increased proficiency on CELDT, plus the number of students who were reclassified the prior year Then dividing by: the overall number of English Learners who have a current CELDT score and the students who reclassified the prior year. Layman’s terms - you get credit for students who improved or maintained English proficiency, you get double for an LTEL who does this, and you get credit for students who are no longer English Learners because they reclassified. Data is from the 2016-17 school year. Additional background points: There will be status levels, but no change levels for 2018 due to the shift from CELDT to the new ELPAC assessment. RUSD: Status: 72.3%, Change -0.8% If RUSD gains 2.7% points, we will move to green due to both a status and change level shift to High/Increased placement. (State goal) If RUSD gains 1.5% points, we will move to green due to a change level shift to Increased.

Unpacking ELPI Riverside Unified School District, Dept. Research, Assessment & Evaluation

More on ELPI Components CELDT Progress = ELs who advance a CELDT level or maintain CELDT “proficient” Movement from low to “high” Intermediate counts as advancing a level LTEL students making CELDT progress are counted a 2nd time: Gr. 6-12 in US School 6+ years Not advancing on CELDT at least two consecutive years Gr. 6-9 ELs at “Not Met” on SBAC ELA on previous year’s admin. EL students reclassified in the prior year “Year” = July 1 to June 30 (so it differs from CBEDS) Reclassification re-testing (17-18) Riverside Unified School District, Dept. Research, Assessment & Evaluation

ELPI Data Resources Both Illuminate and Aeries have ELPI student data: LTEL and “At Risk” for LTEL flag in “Language Assessment” CELDT data (later ELPAC) in “Test Scores” Reclassification date in “Language Assessment” Illuminate custom reports:   Illuminate prebuilt report (under construction) Follow the reclassification protocol from EL Services ELPI Tech Guide Pages Riverside Unified School District, Dept. Notes

Observations What knowledge, skills, and abilities do students need to respond to such task types or meet the standards assessed? What instruction should happen during both integrated and designated ELD? What are some of the changes needed for existing classroom practices to ensure student success with this task type?
