Current Plan Policy Chapter 6 Keynote Employment Center Policies: Keynote Employment along Route 7 should be set back a minimum of 300 feet from the right of way, with green buffering, preferably native vegetation.

Proposed Plan Policy Chapter 6 Keynote Employment Center Policies: Keynote Employment areas along Route 7 will be developed with a uniform treatment of building and parking setbacks and landscaping to enhance the aesthetic quality of the corridor. All landscaping will incorporate native plant materials and will be designed to enhance the visual quality of the roadway corridor.

Current Ordinance Standards Section 5-900, Access and Setbacks from Specific Roads and the W&OD Trail: Section 5-900(A)(1)(b), Setbacks from Route 7 between Broad Run west to the east corporate limit of Leesburg: Building: 300 Feet Parking: 100 Feet Section 5-1400, Buffering and Screening: Section 5-1406, Property that adjoins an existing or planned arterial road shall provide a Type 3 Buffer Yard

Proposed Ordinance Standards Section 5-900, Access and Setbacks from Specific Roads and the W&OD Trail: Section 5-900(A)(1)(b), Setbacks from Route 7 between Broad Run west to the east corporate limit of Leesburg: Building: 200 Feet Parking: 150 Feet Section 5-1400, Buffering and Screening: Section 5-1406, revised to require a Buffer Yard Type 5 for properties abutting subject segment of Route 7 Section 5-1414(B)(1), revised to identify Buffer Yard Type 5 design elements specific to subject segment of Route 7

Proposed Ordinance Standards Buffer Yard Type 5 Design Elements, Route 7 Segment: 100 feet in width, measured from right-of-way Required plants per 100 linear feet of frontage: 4 canopy trees 2 understory trees 50 shrubs 2 evergreen trees 50% comprised of native plant species 75% of understory trees and shrubs consist of species that produce flowers at some point in the growing season

Issues for Consideration Impact of proposed increase of parking setback from 100 feet to 150 feet. Limits site area available for surface parking, may constrain commercial development potential Requires larger parking setback than is applicable to other major arterial corridors Creates nonconformities for existing development To balance desire for additional open space along corridor with site development needs, parking setback of 125 feet may be appropriate alternative.

Recommendation Staff recommends that the Board of Supervisors forward CPAM-2017-0001 as provided in Attachment 1 of the staff report, to a future business meeting for action. AND Staff recommends that the Board of Supervisors forward ZOAM-2017-0002 as provided in Attachment 3 to a future business meeting for action.
