HP Knowledge Transfer Task Force (HPKTTF) Deliverable: Knowledge Transfer was identified as part of the WECC Misoperations Reduction Strategy to: Host educational webinars on knowledge transfer techniques Develop a best practices guide for entities for knowledge transfer practices Status: Currently gathering resources to put into a library Giving a presentation at the Misoperations Workshop 6/6/18 Western Electricity Coordinating Council

Human Performance Conference Deliverable: A conference to create a proactive focus on reducing human error within the WECC regional utilities, to address precursors that impact system reliability, and to identify and share successful human performance initiatives. The 2017 conference had a record of 145 attendees! Western Electricity Coordinating Council

Western Electricity Coordinating Council GOWG Met recently on June 6, 2018 Inverter issue (NERC survey, Inverter task force, etc) working with WECC staff on various WECC policies that are applicable to generators to determine if they are still in effect, if any NERC standards have superseded them, and to provide an overall awareness of their existence. An example would be the WECC Model Unit Validation Policy and whether MOD-026 and MOD-027 supersede it. Resource adequacy and the changing resource mix and how it will affect the WECC footprint. Western Electricity Coordinating Council RWG WECC hosted the “Misoperations Workshop” on June 5th and 6th 2018. WECC staff worked with a task force to develop a reduction strategy for misoperations in the Western Interconnection Western Electricity Coordinating Council

Western Electricity Coordinating Council RWG Five-Year Misoperation Rate by Region (Q4 2012 through Q3 2017) Although the misoperations rate in the Western Interconnection is below the NERC desired rate (ours is about ~5%), we used this opportunity to analyze the data, speak with SME’s on the subject, and see if there were any practices that could possibly lead to a reduction in misoperations Western Electricity Coordinating Council

Western Electricity Coordinating Council RWG Relay Work Group met June 7th- 8th. Reviewed Q1 2018 MIDAS submissions Performed complete analysis of the 2017 data. This analysis will be incorporated in the WECC Misoperations Page that is under development. Western Electricity Coordinating Council

EPAS Charter Modifications Added detail to our monthly review (Charter was very generic previously) “Review NERC Event Analysis Brief Reports and other event reports” Entities can have more than one member but only one vote. “The EPAS shall be comprised of representatives of WECC members. Each WECC member may have only one voting member one vote.” Western Electricity Coordinating Council

Western Electricity Coordinating Council EPAS Charter Motion for Approval Revised Charter Posted by WECC last week and out for vote. Changes are very minor but effectively require a EPAS member to be nominated by their WECC OC member. Western Electricity Coordinating Council
