Video conferencing is currently being used for: Court Hearings Parole Hearings Family Visitations Training Sessions Staff Meetings Tele-medicine Court Hearings Crimes committed within the facility High profile –murder, attempted murder on staff and other inmates Escapes Assaults cases Family Visitations - Valley High School to Hobbs Facility /Children Training Sessions 80 to 90 Classification officers; Good time policies; Victim services polices; Level 5 /6 policies – placement and release; Lock down procedures; Parole planning; Records training - tracking information; 300 Probation & parole officers; NCIC ; Pre sentencing hearing; Re-entry hearings Staff Meetings Regional Mangers Meeting Weekly - 7 Locations Parole Hearings 100 Parole hearings to date. Tele-medicine 9 - Tele-psychiatry units - 2 doctors out of state 100 session per week, ½ hour sessions Consultation between UNM and NMCD medical staff for Hepatitis C Treatment

Court Hearings Issues Benefits Hearing must take place on the schedule of the courts, not off-peak hours. The risk to the public, Correctional Officers, and offenders can be eliminated. Benefits Reduction in Costs Enhanced Public Safety Court Hearings Crimes committed within the facility High profile –murder, attempted murder on staff and other inmates; Escapes Assaults cases Benefits Cost NMCD, requires four officers per transport for high profiles hearings. Video conferencing will eliminate: NMCD vehicle and wage expenses; Other law enforcement agencies expenses. Enhanced Public Safety: The transportation of the high profile offenders provides safety for: NMCD Staff; Other Law Enforcement Agencies; Judges; General Public; Inmates 12 Transports per year X $20 Fuel per trip $240 Annual cost savings on fuel $21 Average overtime hourly salary X 4 4 Correctional Officers working overtime $84 Overtime per hour x 20 Average overtime per transport $1,680 Monthly cost savings on overtime X 12 transports + $20,160 Annual cost savings on overtime + $33,000 Annual lease for transport vehicle (6 @ $5,500) $53,400 TOTAL ESTIMATED ANNUAL COST SAVINGS

Parole Hearings Parole Board members will have the ability to attend Parole Hearing from any NMCD location. A total of 300 hearings are held each month. 52 Parole Hearings are held each week. x 7 Member that would travel (50%) 364 Annual trips $110 Average per diem per day per participant + $50 Fuel cost per trip x $160 Total cost per trip $58,240 ESTIMATED ANNUAL COST SAVINGS ON TRAVEL

Family Visitations To date NMCD has had 15 family video visitations. Video Visitations Provides: Incentive for Good Behavior in order to qualify for a visit Benefits of Good Behavior: Safer environment for staff Safer environment for offenders Family members the ability to visit without traveling cost to remote locations.

Training Sessions and Staff Meetings Approximately 80% of NMCD 2300 staff are located offsite. Overtime hours due to travel can be eliminated. Cost of travel can be eliminated. Staff remain on site to handle critical issues.
