DoD Science & Technology Budget Analysis Context: With a Federal Budget of $3.7 trillion (2015), discretionary spending allocated to the defense budget was $582 billion [1] 15.7% of total budget 3.3% of GDP “…we're taking the long view.  We have to, because even as we fight today's fights, we must also be prepared for the fights that might come, 10, 20 or 30 years down the road.” – Ash Carter, Secretary of Defense, Previewing the FY17 Defense Budget Problem: There is currently limited capability to conduct tailored analysis and characterization of past, current and/or future budget information in order to perform an assessment of the trends of Science & Technology (S&T) investing within the department

DoD Science & Technology Budget Analysis Stakeholders: Office of the Secretary of Defense (OSD) [2] Services (DoN, USAF, USA) DoD Laboratories [3] Assistant Secretary of Defense (Research & Engineering) – ASD(R&E) Federally Funded Research & Development Centers and University-Affiliated Research Centers [4] Reliance 21 – S&T Communities of Interest (COIs) Industry Scope: The “Budget Problem” is large! There is a natural scoping mechanism in place already; the budget activity (BA) and Research, Development, Test, and Evaluation (RDT&E) funding. BA 2-4 (Applied Research, Advanced Technology Development, Advanced Component Development & Prototypes) [5] Procurement funding is outside the scope (done after RDT&E phase)
