Co-chairmanship rotation The regional cooperation is co-chaired by two NRAs. To ensure equal representation of different points of view and that each NRA is equally involved in the work of the Region, the NRAs have agreed to implement a rotation rule for the co-chairmanship of the region. SSE co-chairs shall not be simultaneously replaced to ensure continuity of GRI SSE activities. Each Co-Chair shall serve for a mandate of two years. From the last report, the GRI SSE co-chairs were URE (PL) and ANRE (RO). Based on rotation rule for co-chairmanship in the region, URE, after three fruitful years as co-chair, stepped down from this position and HEA accepted to be the new co-chair of GRI SSE. It is time for a formal nomination of HEA! 3

Follow up Madrid Forum Conclusions: Regional market integration: […] the current status of the EU internal market requires a more focused, problem- and result-oriented approach to regional cooperation, in the geographic structure that is most suited to the resolution of the identified issues. Such an approach should employ efficient project management, including clear responsibilities, deadlines and deliverables. The Forum invites ACER, CEER and ENTSOG to put forward a template for such work involving the relevant parties early 2016. Gas quality harmonisation: […] Commission will propose binding application of the recently adopted CEN gas quality standard by launching the process to amend the Interoperability and Data Exchange Network Code while having due regard to appropriate scope and possible impacts, including via a robust CBA. 4

Follow up Madrid Forum Tariffs: […] The Forum notes the Commission’s intention – taking due account of the views of ACER, ENTSOG and stakeholders – to launch the formal legislative procedure still in Q1 2016. The Forum generally agreed that the network code must at least and expediently deliver on improvements as regards transparency, consultation and justification relative to tariffs and structures. The Forum takes note that certain concerns of stakeholders as regards tariff structures – if they go beyond the scope of a network code –could only be solved in a second phase by the revision of Regulation (EC) 715/2009. CAM: […] The Forum also calls on TSOs– working together with capacity booking platforms (GSA, RBP and PRISMA) – to comply with their CAM and Interoperability Network Codes obligations – having regard to the interests of shippers to avoid undue costs – to allocate bundled capacity from 1 November 2015. The Forum notes the Commission's intention to follow-up on the lack of implementation after this deadline. 5 5

Follow up Madrid Forum BAL: The Forum stresses that the Balancing Network Code applies since 1 October2015 and its implementation must be full and correct. The Forum invites ACER to reflect this in its implementation activities and to strengthen its cooperation with ENTSOG paying in particular attention to interim measures. EU-wide implementation framework for network codes and guidelines: The Forum welcomes the proposed ACER-ENTSOG implementation framework and joint functionality process which is to facilitate that all network codes and guidelines are implemented across the EU in a consistent, practical and correct manner. It stresses that this initiative needs to start as early as possible and needs to build on broad stakeholder involvement and should ensure that all relevant implementation issues are collected, prioritized, consulted upon and well-coordinated solutions are put forward and implemented in due time. 6 6

Proposals to streamline the activity of GRI SSE Status-quo The Work Plan GRI SSE 2015-2018 was approved in May 2015, during RCC and SG GRI SSE meetings, in Warsaw. It was decided to focus mainly on pilot projects realization and to further facilitate cooperation between GRI SSE and Energy Community. Nevertheless, pilot projects are not the only activities undertaken by the region. Through the establishment of implementation groups (IG’s) dedicated for each Network Code, the GRI SSE shall facilitate their harmonized and timely implementation. The GRI SSE provides added value in three areas: • Pilot projects (initiatives that go beyond current regulation); • Early implementation (anticipation of the regulatory requirements, and eventual difficulties); • Timely implementation (monitoring of the required implementation). With the aim of facilitating and accelerating the timely and harmonised implementation of Network Codes (NC) as well as to monitor and facilitate pilot projects when needed, Implementation Groups (IGs) responsible for each Network Code (CAM NC, BAL NC, IO NC) were established. Each IG is chaired by a different NRA and/or TSO. IGs monitor and coordinate the implementation of related pilot projects and transparency requirements when needed. Under the CAM IG also CMP implementation will be considered. The GRI SSE co-leading NRAs have direct oversight over all IGs and ensure appropriate coordination between them. The IGs are composed of representatives of NRAs, TSOs, PXs and other operators (if needed) and meet (for example via teleconferences or physical meetings) as frequently as necessary for the proper operation of the group.
