Staff is positive about the benefits of improving skills and competencies, but few training opportunities are allowed within work time. 4. Internal Business Processes <Water allocation> Water shortage during dry season. No formal water allocation system in use. Present The *** river basin management committee consisting of various stakeholders was established. The river basin management plan that regulates water resource development and water utilization in the *** river basin was developed. -Detailed description- The *** RBO developed technical training program and is carrying out trainings for engineers. Appropriate training is planned and updated information on current staff skills and competencies is available A framework for water allocations is in place but does not operate efficiently. Responsibility for water allocation remains divided among agencies.
