Greening of Direct Payments Green requirements are eligibility criteria for 30% of the envelope for direct payments Crop diversification: 10-30 ha: 2 crops, >30 ha: 3 crops (1 main crop max 75%, 2 main crops together max 95%) Ecological Focus Areas (EFA): 5%, after COM report in 2017 and proposal increase to 7% Maintaining permanent grassland: Flexibility within a 5% margin of the ratio grassland/total agric. area; no ploughing or conversion of sensitive grassland in NATURA 2000 areas

Equivalent practices to greening Crop diversification and EFA: a) Holdings where more than 75% of the eligible agricultural area is permanent grassland or cultivated with crops either under water or a combination of these uses provided that the arable area not covered by these uses does not exceed 30 ha b) Holdings where more than 75% of the arable land is entirely used for production of temporary grass, land laying fallow, cultivated with leguminuous crops, or a combination of these uses provided that the arable area not covered by these uses does not exceed 30 ha Certification schemes: compliance with national environmental legislation, going beyond the relevant mandatory standards Agri-environment-climate measures: details of equivalent practices provided when Annex (VIa) of the basic regulation and delegated acts will be adopted

Strategic Priorities for Rural Development Policy Knowledge transfer and innovation Enhancing competitiveness Food chain organisation and risk management Restoring, preserving, and enhancing ecosystems Resource efficiency and climate change Social inclusion Common Strategic Framework with the other EU funds will improve coordination and increase synergies and complementarities; The broad objectives of the RD policy will be translated into a limited set of EU priorities for action; The tool-kit of rural development measures will be streamlined and simplified, with a focus on better targeting towards the EU priorities; Reinforced provisions concerning programming will ensure a balanced and targeted coverage of specific territorial conditions and needs; The establishment of quantified targets at programme level will ensure an accurate follow-up of the progress of the programmes in achieving the EU priorities; The monitoring and evaluation system will be reinforced in this respect.
