Guidelines for IEEE-SA Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed… do formally object. --------------------------------------------------------------- If you have questions, contact the IEEE-SA Standards Board Patent Committee Administrator at patcom@ieee.org or visit http://standards.ieee.org/about/sasb/patcom/index.html See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. P2030.5 Liaison Report No update at this meeting Tim Godfrey, EPRI

ITU WP1A - Question 236 802.24 provided response November 2015 802.24 TAG Comments on Report ITU-R SM.2351-0 - Smart grid utility management systems.docx Review feedback and response from ITU Follow up: “Document 1/26 Draft revision of Report ITU-R SM.2351-0 – Smart grid utility management systems SG 1 approved the draft revised Report from WP 1A without comment.” From Chairman’s report Potential follow up on “beam forming” wireless power transformer at 2450 MHz. Email to the EC. Any response would have to be approved in Warsaw and approved by EC on teleconference. Liaison from WP1A’s meeting earlier this month has been received. Due to the size of the document I have posted it on the RR-TAG Mentor website as 18-16-0044. 802.24 will check with 802.11 and 802.15 chairs and discuss potential response. Tim Godfrey, EPRI

Sub 1 GHz White Paper Open Areas: Updates from May meeting in r8 Sub-1GHz Applications Open Global regulatory environment John Notor? Need text or a reference to external sources for pros and cons of mesh vs repeater Open (in process) Updates from May meeting in r8 Action: subgroup to finish and release Tim Godfrey, EPRI

Cellular comparisons white paper White paper on NB-LTE, Cellular IoT, LTE-U vs IEEE 802 standards in smart grid applications. Technical comparisons Potential coexistence issues Matt Gillmore Tim Godfrey, EPRI

Cellular comparisons white paper outline Start working from 24-16-0017r0 Actions: Review outline and comment Tuesday, seek volunteers for paragraph contributions Tim Godfrey, EPRI

White paper on TSN Ethernet operation to provide time bounded or deterministic services. How can this be applied in utility applications? Substation networks Interconnection between LAN and WAN The requirement comes from specific applications: Starting point was Audio/Video, and industrial automation Now the TSN capability is application agnostic Automotive is an emerging application – replace CAN, Flexray, etc. There is also ring topology for redundancy Questions: Is utility protection application considered for TSN? Today there is some use of proprietary real-time Ethernet variants. GOOSE protocols Synchrophasor applications Tim Godfrey, EPRI

Future Opportunities Tracking (1) 802.24 white paper on IoT and P2413? Maybe more towards completion of P2413? Agnostic to underlying communications, but applicable to all 802 standards. Highlight the relationship between P2413 and 802 standards. Tim Godfrey, EPRI

Future Opportunities Tracking (2) 802.15.12 ULI Eventually, we can explain how it relates to the rest of 802, and better integration. Well defined ways of integrating. Take this up when there is a draft 802.15.4s SMR – spectrum management resources Can 802.24 provide an input with respect to Smart Grid or IoT? IEC 65C WG 17 dealing with coexistence management and spectrum policy ETSI TCRRS reconfigurable radio systems ETSI TCERM WG 41 – defining a central coordination point to handle spectrum. Sharing and increasing coexistence and providing better QoS Coordinate with 802.22.3 Action Plan: Coordinate with ULI initiative 4s resource management is defined, but now how they are used White paper could cover how adaptation and resource management are accomplished. Including use of metrics for management. Tim Godfrey, EPRI

Future Opportunities Tracking (3) Are there any new utility industry activities or organizations that could benefit from a liaison to 802.24? Useful Output: Identify the use cases that the standards serve, and provide them to the industry. That can then define who is an appropriate liaison Need to educate and inform liaisons to gather needs and requirements with respect to IEEE 802 projects. Identify the tools we have available, and present the available toolbox. Tim Godfrey, EPRI

802.24 TAG closing Capture action Items from this meeting Subgroup to complete Sub 1 GHz white paper Follow up on Wireless Power Transfer issue Any New Business? Tim Godfrey, EPRI

Wednesday 802.24.1 Smart Grid TG Tim Godfrey, EPRI

White Paper on TSN Meet with 802.1 TSN to explore application of Time Sensitive Networks for utility applications Presentation to 802.1 in document 802.24-16-0022r0 Establish liaison with IEEE PES Power Systems Relay Committee (Communications Subcommittee) and the Substations Committee (SCADA Subcommittee) Tim Godfrey, EPRI
