MODU Reactivation

The assured shall «make full, correct and prompt disclosure to Skuld of every change in circumstance which the Assured or the Assured’s agent knows or should know alters the risks covered by Skuld,” ref Offshore T&C 6.2 Going from layup into operation or from operation into layup will alter the risk covered by Skuld

Lay-up and reactivation All lay-ups and reactivations are unique Reactivation scope will be depening on: The lay-up plan Clients requirements Intended operation (contract) Status of the unit and its equipment

Lay-up Different types and definitions of lay-up Hot stacked Warm stacked Semi-Warm Stacked (many names and versions) Cold stacked Etc Different approaches within the different types of lay-up Exemption is hot stacked, meaning the rig is fully manned and operational, and Cold stacked meaning the rig and its system is shut down «completely» and with just minimum crew according to approved mooring plan.

Reactivation what happens?

Risks During re-activation Many parties involved in the re-activation phase Complex projects with «out of normal» activities for the rig High crane activity Diving operations Work in different levels and heights Dropped objects Inspection and possibly replacement/overhaul of seachest valves Unknown condition of equipment Time pressure to get the unit into operation (shortcuts being made) Short time to test many complex systems New crew not familiar and trained with/for the operation of the unit Modifications to the unit required for the contract First operation Possibly new client and different requirements, lines of communications and culture «New»/unfamiliar operations in the contract for the crew and/or unit Health of complex control systems after lay-up Higher ratio of short term contracts potentialy leading to crew not being employed directly, but contracted

On recieved reactivation plan: Reactivation survey Operation Lay-up Reactivation Operation During reactivation: Surveyor to review documentation Surveyor to do inspection onboard the unit according to agreement with the Club and based on reactivation checklist On recieved reactivation plan: Review documentation recieved Assign surveyor for document review and planning of inspection scope The level of inspections and testing for the surveyor will be subject to the reactivation plan. For activities witnessed and approved by class, flag and/or authorities we do not, normally, require a surveyor present or doing the same activites again. The surveyor can then base his/hers report for these activities on the documentation recieved.
