A Practice of Building a Low-carbon City in Chenggong New District Kunming, China Chengong Municipal People’s Government May 2016

1 Part One Brief Introduction

Location 昆明主城 Chenggong new district in Kunming, Yunan, China, is located on the east coast of Dianchi Lake. With a shoreline of 15.9 kilometers, its actual planned area for development is approximately 160 square kilometers with a longitudinal distance of 18.2 kilometers and a horizontal distance of 13.6 kilometers. It is 20 kilometers away from Kunming’s old town and 22 kilometers away from Kunming’s new airport. The planned population for the new district is 850,000, but this number will increase to 1.5 million in the long-term. 呈贡新区

Natural Condition Situated on a flat area with mountains on its east side, Dianchi Lake on its west, and gentle hills in the middle, Chenggong new district is surrounded by a very nice ecological and geographical environment. As part of a plateau basin, it has a flat terrain with an altitude of 1900-2000 meters and forest coverage rate of 46%. Like many low-latitude plateau areas, the Chenggong new district has an all-year-like-spring weather with neither bitterly cold winter nor intensely heated summer. The annual average temperature here is 14.7 degrees Celsius, annual sunshine 2200 hours and an average annual rainfall 800 mm. The district is filled with forever-blooming flowers and evergreen vegetation all year around. Ⅰ. Low-carbon Planning Planning Based upon the actual conditions of the district, we decide to follow low-emission, energy-efficient, high efficiency (the characteristics of a "low-carbon" urban environment) rules in city planning, management, and development, make use of new energy saving technologies and economic incentives, supported by green transportation and green urban infrastructure, in order to achieve the scientifically sustainable development of Chenggong new district.
