Video Monitoring System Project Administration/Finance Issues Committee February 14, 2019

Background OCWD’s Video Monitoring System (VMS) is obsolete and not fully functional OCWD/OCSD joint security vulnerability assessment recommends upgrading OCWD’s VMS Incidents of theft, vandalism, and vagrancy on District properties have increased in the past few years Most incidents are discovered after they occur Video information for law enforcement are not available

Theft, Intrusion, Vandalism Incidents An unruly transient banging on the lab doors was arrested after not complying with OCWD Security Trespasser accessed the water valve at Burris Pump station to take a shower and clean his clothes. The decreased water level set off the SCADA alarm.

SANTIAGO BASIN Ongoing issues with trespassers & vandalism Stolen welder, welding leads, tripod chain and pump Two sections of 12” diameter HDPE conduit containing power cable and two adjacent areas of 32” diameter HDPE pipe for water about 180 feet apart, were burned for copper theft. The cost was ½ Million dollars.

TRC Agreement Evaluate OCWD’s existing VMS Recommend levels of security & VMS performance needed for all OCWD facilities based upon risk & vulnerability Provide recommendations for proactive measures to potentially stop vandalism in progress Prepare plans and technical specifications for the installation of the VMS at OCWD’s Fountain Valley campus

Assessment Summary TRC assessed OCWD’s existing VMS and recommends the following : Replace the existing VMS at Fountain Valley with modern digital technology Install VMS at 11 Forebay locations and Prado office VMS Benefits: Modern digital VMS can sense intrusion as it occurs Intrusion alarms can be sent to security personnel on mobile devices Security personnel can monitor video remotely in real time Security personnel can alert authorities and respond to incidents immediately
