Research of Austrian Domestic Law about Reverse Warning issues Chair of Task Force on Reverse Warning issues

The aim of visiting Austria There is a domestic law about reverse warning sound in Austria. It seems that the law is considered environment (low complaints) and safety. Our task force think that Austrian law is very useful for us to establish a new UN regulation on the sound of the reverse warning device. Therefore, we’d like to know the outline of Austrian domestic law through a face-to-face meeting. Brief history of Austrian domestic Law Austrian domestic law was established in 1967 as a countermeasure of pedestrian’s safety. Low sound mode was supplement in 2001 as a countermeasure of complains.

Question to Austria - Which ministry is responsible for the law? Green words means answers from Austria - Which ministry is responsible for the law? Ministry for transportation / Police / etc. - Ministry for transportation How do you confirm reverse warning alarms are in compliance with the law? - Only check at first inspection test - If you violate the law, who is responsible? Car manufacturer / Warning device manufacturer / Vehicle user / etc. - Vehicle owner Task force on reverse warning sound has been discussing the following points. ・Sound pressure level @7.5m - Tonal sound : 68-78dB, Broad band sound : 64-78dB, Low mode : 52-58dB ・How to switch between different sound level mode - With a push button or when driver moves shift position to “R” twice ・Measurement method (Especially for low sound pressure level) - SPL is not measured ・How to deal with reverse warning sound device when the vehicle is equipped with other safety device - If vehicle equipped with other safety device, reverse warning sound generator is not mandatory

Questions in detail At vehicle type approval test Green words means answers from Austria At vehicle type approval test Are there duration test required like in UN-R28? - No Are there any penalties given if a reverse warning device is fitted to M1 and N1 vehicle? - No Are there any regulation about rear camera, sonar and flash light? - Refer to UN-R46 Are there any requirement about sound frequency? - No Intermittent is defined 60 – 90 per minutes and its duty ratio is defined about 50 %

Questions in detail -con't Green words means answers from Austria At inspection test Do you check reversing warning sound at vehicle inspection test? - Check at the first inspection test. Only check whether it is installed and works well Are all vehicles checked at inspection test? - All vehicles(N3, N2 and M3) are checked at the first inspection test

Personal comments Austrian domestic law has a long history. At first, it seems that the law was established as a safety countermeasure. Then, it seems that low mode was supplemented as a countermeasure of complains from residents. At present, there are few complains and the law assures enough safety. The law has been enforced well in Austria.
