TWNIC OPM Update and Issues NIR SIG, 19th APNIC Meeting Ching-Heng Ku chku@twnic.net.tw TWNIC Ladies and gentlemen, my name is Ching-Heng Ku, the IP department director of TWNIC. The topic of this presentation is TWNIC update. 2019/4/4

Outline TWNIC 3nd OPM TWNIC Activities Taiwan Internet Connectivity Map The slide is the outline of this presentation. Firstly, I will introduce myself and the TWNIC policy process. Following by the TWNIC 2nd OPM held in June 24 this year. And the TWNIC activities will be introduced. The Taiwan Internet Connectivity Map was an important result in our activities. At the end, the summary.

TWNIC policy making process Announcement and Implementation APNIC POLICY IP Dept. IP Committee APNIC OPM ISP Propose Anyone can propose At the end of the introduction of myself, I will focus on the main topic about the TWNIC. Firstly, the TWNIC policy making process is shown in this figure. We have an IP committee organized by 17 experts in TWNIC. Any delivered IP policy in Taiwan should be passed this committee. When the policy passes the endorsement of the IP committee, the policy could be announced and implemented. In Taiwan, the policy proposal will come from two ways. One is the APNIC policy and the other is the consensus policy from the TWNIC open policy meeting. The proposal in TWNIC OPM is obtained from the ISP’s proposal or the conclusion of the TWNIC member meeting. TWNIC OPM IP Dept. Member Meeting

TWNIC Open Policy Meeting Hold twice a year Average 50 attendee Attendees – ISP, ICP, Vendor, Academic Institute … Registration – Open to anyone Session – Address SIG, Database and Reverse DNS SIG, Routing SIG This year, we will hold two OPM, in June and November, respectively, The attendee is almost 50 persons, including those of ISP, ICP, vendor, academic institute. Of course, this meeting also open to anyone and the SIG session include address SIG, database SIG, and the routing SIG.

The 2nd OPM is held in June 24 this year. The meeting place is in our center. There are almost 50 attendees to join this meeting. Besides, there are 4 informational and 3 proposal presentations in this meeting. The following describes the schedule of the preparation for this meeting.

SIG 1: Address SIG Proposal 1: IP address transfer procedure for LIR customers Motivation: When the mergers, acquisitions, and takeovers of LIRs, what’s the guideline for the transfer of the address space for the LIR. Discussion: APNIC policy document: Policies for IPv4 address space management in the Asia Pacific region 9.9 Transfer of address space 12 Mergers, acquisitions, and takeovers of LIRs Does LIR need the policy or the guideline for the partial transfer of address space? Does LIR need the agreement of customers? Does LIR need to confirm the transfer scale to follow the minimum allocation policy? Is there any problem in the routing aggregation? How to charge the annual fee? Consensus: This issue will form a working group to survey more opinions of LIR. The working group will draft a guideline for this transfer issue in the next TWNIC OPM.

SIG 1: Address SIG Informational: IP HD Ratio report Motivation: APNIC proposed a new formula to judge the IPv4 address utilization. Discussion: What is the HD ratio utilization and its requirement using the HD ratio formula How to handle the efficiency and the requirement in the hierarchy management of IP space Consensus: TWNIC survey the opinion of ISP about the 80% utilization v.s. HD ratio. Consider the affect of the HD ratio for all ISPs in Taiwan.

SIG 2: Routing SIG Informationtal 1: The status of Taiwan internet looking glass Motivation: There haven’t yet the public looking glass service for ISPs in Taiwan. Looking glass service can decrease the difficult in tracing routing problems. Suggestions: ISP could establish its secure and public trace route server for other ISP to acquiring the routing information by himself to decrease the trouble shooting effort. Next OPM meeting can invite the Sonet company to share the experience and the solution in the security issue of looking glass service.

SIG 2: Routing SIG Report 2: The notification procedure of the new IPv4 allocation in the Bogon List Description: To introduce the notification procedure of the IP allocation in IANA/APNIC /TWNIC and how to handle the change of the bogon list in TWNIC. Consensus: Because the Bogon list issue affect the ISP daily operation a lot, we suggest TWNIC to keep tracking the new notification procedure for Registry/Registrar and mail list for the new bogon list. TWNIC will present the status report for the notification solution from the bogon list issue in the next TWNIC OPM.

SIG 2: Routing SIG Report 3: The introduction of the IPv6 Multicast service Topics: To introduce the difference of the multicast between IPv4 and IPv6. To introduce the multicast service in Hinet IPv6 backbone. Concensus: The interested ISP or individual person are welcome to test this service and provide any suggestion.

SIG 3: DB and Reverse DNS SIG Proposal 1: TWNIC WHOIS database and its privacy issue Topics: To introduce the privacy issue of the data in the WHOIS database related to the Taiwan privacy law. To introduce the global policy in the WHOIS database and the requirement of APNIC WHOIS database. Suggestions: Suggest continually to identify the privacy issue in the WHOIS database to match the related law in Taiwan.

SIG 3: DB and Reverse DNS SIG Proposal 2: WHOIS DB query Topics: Propose to change the data flow of the WHOIS customer assignment. LIR provide query interface to access its data in the WHOIS database. Suggestions: The presenter needs to provide the open source of the query software in the client and server architecture for the testing in the interested ISP. When the utilization statistics of IP space is needed, the architecture needs to provide the batch function to upload the WHOIS data. The security issue of the Client/Server software needs be solved for the usage of LIR.

Meeting acquaintance SIG Chair/Co-Chair successfully lead the discussion activity. The attendance and the opinion from Mr. MAEMURA AKINORI and APNIC trainer make the meeting more successful. Using this bottom-up procedure in the OPM meeting, some policy issues are well discussed and made consensus.

Suggestions and Follow-up work The more opinions can be acquired through the SIG discussion board. The SIG chair/co-chair working meeting needs be held to enhance the SIG function. ISP can be encouraged to propose more policy or informational proposals.

TWNIC activities With TWNIC Members 3 TWNIC member meeting 2 Open Policy Meeting on June/Nov 2 member training – IP policy and request tutorial 2 network workshop – security workshop conjunction with CISCO Taiwan 5 IP-Committee meeting. Attend the 2004 Internet Week and JPNIC OPM in Yokomaha, Japan on December 2004. Know from JPNIC OPM procedure and feel discussion atmosphere Visit JPNIC Besides the 2nd OPM, the TWNIC activities of this year will be introduced. It includes 3 TWNIC member meeting, 2 OPM meeting, 2 member training course, 2 network workshop and 3 IP-committee meeting.

TWNIC Internet connectivity map Period survey : quarter Goal : provide public with a fair and objective overview of existing bandwidth in Taiwan Survey target : ISP, IX, ICP in Taiwan Come out : On-line web flash map publish show bill http://map.twnic.net.tw One of an regular workload in the IP department of TWNIC is to draw the TWNIC internet connectivity map. The goal of this job is to provide public with a fair and objective overview of existing bandwidth in Taiwan. The flash map will be generated every three months. The survey target includes ISP, ICP, IX in Taiwan. The out come is the on-line web flash map. We will directly show this result using internet. We prepare some hardcopies of the internet connectivity map and the CD within the web flash map.
