DoD Cyber Workforce Strategy and Policy The DCWF was adapted for national use in NIST Special Publication 800-181; also used to develop an international framework for NATO; enhancing interoperability within DoD and with mission partners. The DoD Cyber Workforce Framework (DCWF) provides a standard lexicon for cyber work, and will serve as the cornerstone for 8140 implementation The Cyber Workforce is comprised of Cyber IT, Cybersecurity, and Cyber Effects personnel, members of the intelligence workforce with a cyber focus, and additional oversight and enabling populations DoD policy recognizes the complexity of managing the cyber workforce: Broad spectrum of occupations, including traditional and non- traditional IT/Cybersecurity occupations Need for flexibility in personnel and manpower systems and tools that transcend current HR practices DoD has categorized a broad spectrum of cyber workforce into the areas depicted in the VENN diagram. Cyber IT and Cybersecurity are the two largest segments within the cyber workforce. It is important for DoD to capture the full range of cyber work being performed within the Department and to be able to selectively target those areas requiring greater attention due to mission need. DoD was provided legislation to stand up a separate, more agile personnel system for cyber, Cyber Excepted Service. Phase I implementation focused on USCYBERCOM. Phase II will focus on Service Cyber HQs. The DCWF was constructed to provide a common lexicon based on the work an individual is performing, not their position title, occupation series, military occupation or Designator. The DCWF was built using the same hierarchical structure as the NICE Cybersecurity Workforce Framework and contains 54 work roles divided between 32 Specialty Areas. The DoD 8140 Policy series establishes governance and management guidelines for the entire DoD Cyber Workforce as defined in DoD Directive 8140.01, “Cyberspace Workforce Management,” and further defined in the DoD Cyber Workforce Framework (DCWF). A Qualifications Manual is under construction which will delineate requirements for each work role. Additionally, DoD has funded development of training standards for each work role. Both of these efforts will be ongoing throughout FY2019. The approval process for the manual will carry over into FY2020.
