DPMAP, PART AND PARB - Wrapping up our first year now! - Defense Performance Management and Appraisal Program (DPMAP) - Wrapping up our first year now! - Performance plans established – DONE! - Progress Reviews completed – DONE! - Annual appraisal – DUE NOW -- Rating Official (RO) will rate each performance element 1 – UNACCEPTABLE (very unusual at this time) 3 – FULLY SUCCESSFUL, or 5 – OUTSTANDING -- Provide written justification to support the rating -- Higher Level Reviewer (HLR) will review and either approve ratings/justification as written or return to the RO if justification doesn’t support rating -- If approved, RO can discuss approved rating with employee * DO NOT DISCUSS OR PROMISE A SPECIFIC AWARD AMOUNT AT THIS TIME -- Employee acknowledges - Now that you have completed the ratings, your AC/S or Commander will need the rating and what you recommend for an award added to their award recommendation spreadsheet DoD program - implemented 1 Oct 17 for non-bargaining unit employees and 1 Apr 18 for bargaining unit employees Marine Corps wide Ratings – this shouldn’t be the first the employee becomes aware their performance is not successful! PARB – Performance Award Review Board HLR – reviews and if agrees, selects APPROVE and returns the appraisal to the RO. If justification doesn’t support the rating, HLR can return the appraisal for change and provide input to the RO on what is missing, or what additional justification is needed to support the suggested rating

DPMAP, PART AND PARB - OMB/DoD/DON/USMC have capped awards at 1.5% of aggregate salaries - MCICOM directed all 1.5% be executed as performance awards - Award determinations will be calculated via the PART (Performance Award Review Tool) - You, the RO, determine the rating, the HLR approves - RO/HLR/Commander recommend type of award -- Monetary -- Time Off -- Monetary & Time Off -- QSI -- No Award - MCIPAC is taking a 3 tiered approach to awards and the Average Score will equate to a share value, or a portion of the awards money (think piece of the pie) -- An Average Score below 3.0 does not rate an award -- 3.0-3.6 will rate 1 share -- 3.7-4.2 will rate 2 shares -- 4.3-5.0 will rate 3 shares - The value of the share will be calculated once all ratings have been recorded (size of the piece of the pie) DoD program - implemented 1 Oct 17 for non-bargaining unit employees and 1 Apr 18 for bargaining unit employees Marine Corps wide PARB – Performance Award Review Board LAST CYCLE under IPMS was pass/fail. If you were involved in a PARB, you had to establish a contribution level; i.e., comparing 2 with a passing rating – who was exceptional and who successfully met the established standards Have ratings now! A 5 is better than a 3. The ONLY awards board we will run this year is for any employees rated a 5 and the RO/HLR recommended a QSI – quality step increase

DPMAP, PART AND PARB - Quality Step Increase (QSI) PARB - Performance Award Review Board - Quality Step Increase (QSI) PARB -- Only employees with a Summary Rating of 5 may be recommended for a QSI -- Try to get a good distribution across grades for the QSIs -- Very limited! Butler, Futenma, Fuji and Mujuk awarded a total of 5 QSIs last appraisal cycle; Iwakuni awarded 3; Hawaii awarded 2 -- CHRO will review all QSI recommendations prior to the PARB and verify the employees are eligible or advise the PARB if someone is not eligible, why --- If an employee is already a step 10, there is no step increase available --- If an employee received a QSI within the past 52 weeks, they are not eligible -- QSI PARB will review full appraisal, including justification, in their deliberations -- Any employees recommended for QSI, but not awarded a QSI, will have their award automatically calculated with other employees recommended for awards

DPMAP, PART AND PARB DPMAP: FY19 Appraisals (ratings) and FY20 Performance Plans (standards) due - can be worked concurrently 31 Mar: End of FY19 Appraisal Period NLT 8 Apr: Employees complete self-assessments NLT 22 Apr: ROs complete their assessments NLT 29 Apr: HLRs complete their review/concurrence - finalize appraisals (SAME) NLT 30 Apr: Initiate, review and approve NEW FY20 performance plans (1 Apr 19 – 31 Mar 20) NLT 1 May: ROs/HLRs/Commanders submit ratings and award recommendations (REVISED) o/a 3 MAY: QSI PARB convenes/completes deliberations (REVISED) Week of 6 May: CHRO finalizes PART, QSI awards, and completes and QCs all mass upload spreadsheets for submission to OCHR (REVISED) NLT 10 May: ROs/HLRs submit award recommendations based on completed appraisals (recommend: cash award, time off, combination of cash/TOA, or Quality Step Increase) NLT 13 May: PARBs convene 13 May: Last date to submit mass upload spreadsheets to OCHR (NEW) NLT 24 May: PARBs complete deliberations *If not completed as mass upload, the RO will need to submit an RPA in the new DCHRM system for each award BLUE is the revised timeline Previously briefed timeline, HOWEVER, DCHRM (new DCPDS) implementation impacts the timeline RECOMMEND accelerated completion timeline in order to utilize the MASS UPLOAD option for awards; UNKNOWN still if DCHRM will have this capability – if not, the RO will need to submit an RPA for every award
