Prince Klemens von Metternich The Congress of Vienna In a series of of meetings in Vienna the Five Great Powers: Russia, Prussia, Austria, Great Britain and France Met to establish security and stability in Europe. They were led by the Foreign Minister of Austria, the architect of a new Europe: Prince Klemens von Metternich

Containment of France Metternich sought to contain France. therefore he surrounded France with strengthened Countries 39 German States were combined into a confederacy Switzerland became an independent state. Genoa was added to Sardinia. The Dutch Republic and the Austrian Netherlands were combined.

Legitimacy Metternich believed that movements toward democracy only made governments unstable hurting their populations. He sought to restore as many Rulers as he could. This was to ensure stable government and consistent Law.

Balance of Power Metternich also sought to ensure stability and peace in Europe by creating a Balance of Power To this end he… Did not punish France severely as it might give them a reason for revenge Created a network of treaties which kept Europe relatively peaceful for years

Napoleon’s Lasting Legacy The Congress of Vienna erased most of the changes Napoleon brought to Europe, But two things had a lasting effect. The Napoleonic Code of Laws was adopted by many countries and still used today Nationalities had a taste of self-government…and they liked it, planting the seeds of the Nationalist wars of the 20th century.
