The UND Tenured Faculty and Benefited Staff Voluntary Separation Incentive Program Heather Wages, Academic Affairs Officer and Peggy Varberg, Interim Director, Human Resources December 4, 2018

Why is UND Offering Incentive Programs? Request of faculty and staff and in response to a program supported by the ND Office of Management and Budget and Governor. Not meant to be an ongoing program. Provide additional flexibility and options in consideration of 2020-2021 budget planning. 4

What are the Incentive Programs? Limited-time incentive program providing eligible tenured faculty members and benefited staff with incentive pay based on annual base salary if they separate under the conditions of the program. Approved applicants will receive: Tenured Faculty Incentive: Payment equal to 100% of the individual’s annual base salary, less any required federal and state taxes and deductions. Benefited Staff Incentive: Payment equal to one week of pay based on the individuals annual base salary per completed year of service, less all required federal and state taxes and deductions required by law. Payment of accrued annual leave and if eligible 10% of accrued sick leave. 2

The Incentive Programs are Not… A benefit of employment at UND. A part of the retirement program. 3

How Do the Programs Work? Eligible tenured faculty and benefited staff can apply: Rule of 65 (age + years of NDUS service) Those eligible should have received an email. Applications must be submitted by on or before 4:30 p.m. (central time), Tuesday, January 15, 2019. Either hand deliver to UND Human Resources Twamley Hall 313 OR Via email submission to: und.hr.vsi@und.edu HR will send a response email verifying receipt. 5

How Do the Programs Work?(continued) The Office of Human Resources will verify eligibility for all staff and tenured faculty of the SMHS. The Office of the Provost/Academic Affairs will verify eligibility for tenured faculty in Academic Affairs. Individual department head or Dean will consult with their respective Vice President to evaluate potential impact on budgetary and college/unit/department/division demands. The area Vice President will then discuss with the Vice President for Finance and Operations prior to being sent to the President. 6

How Do the Incentive Programs Work?(continued) If application is conditionally approved by area Vice President it is then forwarded to the VPFO and then President for final approval. Will work toward having application analysis completed within one month of application close date. Approved applicants must accept and sign a separation agreement within 45 days of receipt. Seven additional calendar days to withdraw your application after signing separation agreement. 7

How Do the Incentive Programs Work? (continued) If approved for Voluntary Separation: One lump payment on July 15, 2019 or 2 payments on July 15, 2019 and January 15, 2020. Separation date: June 30, 2019. Cannot be rehired by UND in any capacity for one year from the date of separation. 8

Other Important Details Not an employee benefit and separate from retirement. Meeting the criteria for application does not guarantee acceptance. Strictly voluntary—if you don’t apply, work status and benefits remain the same. Accepted applicants who separate from UND eligible for NDPERS COBRA health insurance for up to 18 months. 11
