Challenges to achieve new RPO trajectory Bihar, with only about 0.5% of the total land available as barren land, provides very little opportunity for developers to set up solar power projects in the State Solar power project developers find it very difficult to identify and acquire the requisite land bank at a commercially viable price Due to lower Solar irradiation, power generated is costlier than other renewable resource rich states.
Legal & Policy framework i) As per Amendment to the Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects: “The Projects shall be commissioned within a period of 21 (twenty one) months from the date of execution of the PPA. However, Projects with a capacity of 250 MW and above, if being developed outside a Solar park, shall be commissioned within a period of 24 (twenty four) months from the date of execution of the PPA.…………..” ii) As per Section 86(1)(e) of Proposed amendments of Electricity (Amendment) Act ,2018: “promote cogeneration from renewable sources of energy and generation of electricity from renewable sources of energy by providing suitable measures for connectivity with the grid and sale of electricity to any person, and also ensure Renewable Purchase Obligation as per the trajectory specified by Central Government from time to time…………..”
Points of discussion Point for discussion Is it justified to make mandatory uniform RPO across States. ? Is the Section 86(1)(e) of “Proposed amendments of Electricity (Amendment) Act ,2018” is in line to the provisions of “Amendment to the Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects”. ?
