LAMAS Working Group 17-19 June 2015 Agenda Item 2.8 Standardisation of variables: State of play for P1 and P2 variables Christian.Wingerter@ec.europa.eu

State-of-play Eurostat finalising P1 variables in each domain, i.e. internal agreement in Eurostat and approval by corresponding working groups First drafts for P2 variables being developed and presented to corresponding working groups In September 2015 a written consultation for all P1 variables with relevance to the LFS; for overall finalisation and proposal to DSS.

Standard variables in Labour Market domain Variable to be standardised LFS Variable First group (P1): Main activity status (self-perceived) MAINSTAT Full- or part-time job FTPT Reasons for part-time job FTPTREAS Permanency of job TEMP Second group (P2): Status in employment STAPRO Economic activity of local unit NACE3D Occupation in employment ISCO4D

Modified P1 Labour Market variables Revised due to comments from LAMAS and other Eurostat domains  General rule: if a survey does not collect information for a specific sub-group that is theoretically part of the target population it can be counted as not applicable for that group.

Modifications P1: Main Activity Status (MAINSTAT in LFS) Children below 15 counted as 'not applicable' Category for 'students/pupils' is not anymore restricted to formal education Optional category 'compulsory military or civilian service' added Some descriptions added to implementation guidelines

Modifications P1: Full- or part-time job (FTPT in LFS) Usual hours (in main job) as basis for distinguishing full- and part-time. Added description for defining and explaining 'usual working hours'.

Modifications P1: Reasons for part-time job (FTPTREAS in LFS) Low differentiation level with aggregated personal and professional reasons dropped from standard.

First draft for P2 Labour Market variables After review of concepts applied in ESS social surveys including core social variables and census legislation. Most social survey implement internationally agreed classifications for these variables. Future standards should directly be based on the classifications without modifications or additional dimensions. Corresponds to approach used for LFS Refer explicitly to the main job

Draft for P2: Status in employment (STAPRO in LFS) Variable concept The variable is based on the […] ICSE-93. […] classifies jobs with respect to the type of […] labour contract. Basic criteria underlying the classification […] are the type of economic risk […] and the type of authority over the establishments and other workers […] Standard concept system Status in Employment Level Total  Self-employed with employees Self-employed without employees Employee   Family worker Not stated Not applicable

Draft for P2: Economic sector (NACE3D in LFS) Variable concept The variable is defined according to […] NACE Rev. 2. It determines the economic sector or kind of economic activity of the local unit in which the job of a person in employment is located. The local unit is an enterprise or part thereof (e. g. a workshop, factory, warehouse, office, mine or depot) […] Category concept The economic activity of the local unit is categorised according to the categories set out by the NACE Rev. 2 classification up to a three digit level: http://ec.europa.eu/eurostat/[...] Standard concept system Economic sector Level 1-digit 2-digit 3-digit Total  NACE Rev. 2 code Not stated Not applicable

Draft for P2: Occupation (ISCO4D in LFS) Variable concept The variable is defined according to the […] ISCO-08. It groups or classifies jobs according to the similarities of the tasks and duties undertaken in the job. In the ILO resolution adopting the ISCO-08, occupation is defined as a set of jobs whose main tasks and duties are characterised by a high degree of similarity. This variable relates to the main job and applies to all persons in employment. Standard concept system Occupation Level 1-digit 2-digit 3-digit 4-digit Total  ISCO-08 code Not stated Not applicable

LAMAS is invited to:  Approve the revised standard descriptions for the P1 variables in the Labour Market domain.  Comment on the new P2 variable descriptions in the Labour Market domain.  Take note of a written consultation on all P1 variables outside the Labour Market domain that will take place by end of September 2015.
