Session 7: Regional ProDoc Overview: Outputs and Activities Seminar on the Implementation of the 2008 SNA in Africa 11-15 April 2011 Addis Ababa, Ethiopia

Regional ProDoc: An Implementation / Action Plan of Regional Strategy The ProDoc specifies the following: Why  Ch 1.1-1.4 (Last few days) What  Outputs (Today) How  Activities (Today) Who  Stakeholders (Tomorrow) When  Timetable (Tomorrow) Where  Geographical Focus (Last few days)

Why … The SNA is very important (§1.1 p 1). Endorsed and supported by Member States (AGNA, DGs, Conference of Ministers, and Heads of States) (§1.1 p 1). Difficulties and challenges we are facing (§1.2 p 2). The needs and demands for official statistics (§1.3 p 2). The beneficiaries of the Regional Project (§1.4 p 2-3).

What … The overall development objective (“Goal and Impact”): the adoption and implementation of the 2008 System of National Accounts (2008 SNA) by all African countries (§2.1.1 p 2). The medium-term objective (“Purpose and Outcome”): by the end of the Project to enable all countries in this continent to be adequately prepared to adopt the 2008 SNA by 2015 (§2.1.2 p 2). The immediate objectives: as a direct consequence of outputs produced through methodology development, capacity building, institution strengthening, and advocacy campaign (§2.1.3 p 2).

Immediate Objectives (§2.1.3 p 11) A Regional ProDoc and the implementation plans for the Regional Strategy prepared. An African System of National Accounts (ASNA) established that is appropriate to the socio-economic realities in Africa. ICP-Africa carried out as capacity-building tools for National Accounts. Availability and quality of the basic data required for the compilation of National Accounts improved. An optimal and efficient operational system for National Accounts production and dissemination achieved. Capacity and sustainability of National Accounts production and analysis at national level in Africa strengthened. Human, material, financial, and technical resources in National Accounts in the National Statistical Systems increased. Advocacy at all decision-making levels launched. Monitoring, evaluation, and reporting conducted.

Immediate Objectives, Outputs, and Activities The relationship between “Immediate Objectives,” “Outputs” and “Activities” are laid out on (§2.1.4 pages 16-19). Another way of looking at the activities is to group the activities into the following groups: Methodology development Capacity building Institution strengthening, and Advocacy campaign And: monitoring, evaluation, and reporting

How … “Activities” are carried out to achieve “Outputs.” References are made on (§2.1.4 p 16-19) as well as on (Annexes “Logical Framework of Regional ProDoc” (p 32-39)) Once the “Activities” are defined, they will also affect Annex 2 “Budget” Table (p 40) Annex 3 “Work Plan” Table (p 41) as well as Implementation Strategy / Methodology (§3.2 p 23)

Summary In terms of “What” and “How” we have: to achieve. Goal & impact Intermediate objective Immediate objects to achieve. To achieve the above, there are outputs and activities to achieve and to carry out. The task now is to scrutinize the listed “Outputs” and “Activities” to see if they are completed and satisfied.
